Infraestructura portuaria en Costa Rica: puntos críticos para el sector importador y exportador

Resumen
La investigación pone en evidencia los puntos críticos que se desprenden de la
infraestructura portuaria de Costa Rica para el sector importador y exportador, a
partir del panorama actual y de la percepción de ambos sectores y otros actores
relacionados con el servicio de la operación portuaria de manera directa e
indirecta. A partir del análisis realizado se identificaron como principales
deficiencias para Puerto Caldera y Puerto Limón: infraestructura física, gestión
operativa y administrativa, marco legal e institucional y tecnología. Con base en lo
anterior a nivel de política gubernamental se han propuesto acciones
independientes a modo de solución, como son el Proyecto de concesión a APM
Terminals y el Acuerdo del Gobierno de la Republica con el Sintrajap para
modernizar los puertos de Moín y Limón, sin embargo las mismas no son
suficientes para alcanzar los niveles de competencia internacional, es necesario
una planificación estratégica con proyección a largo plazo para que los Puertos
alcancen los estándares de calidad deseados.
The research demonstrates the critical points that emerge from the Costa Rica port infrastructure regarding the importing and exporting sector, from the current outlook and perception of both sectors and other actors in the port operations service, both directly and indirectly. The analysis identified major deficiencies in Puerto Caldera and Puerto Limon: physical infrastructure, operational and administrative management, as well as legal and institutional framework and technology. Based on the above government policy level independent actions have been proposed as a solution, such as the draft concession agreement to APM Terminals and the agreement between Costa Rican Government and Sintrajap to modernize the port of Moin and Limon, however these are not sufficient to achieve the levels of international competition, we need strategic planning with long-term projection for the ports to achieve the desired quality standards.
