Resumen
Mesoamérica no es solo una región que desde el centro de América ha
legado una rica historia precolombina, colonial y poscolonial particular y
apasionante que ha sido abordada desde varios enfoques políticos, sociales
y económicos, sin que aún estén agotadas sus fuentes e interpretaciones;
sino que también contiene una riquísima biodiversidad, una posición ístmica
geopolíticamente relevante y un brillante mosaico de culturas autóctonas y
foráneas que se expresan sobre una geografía accidentada llena de paisajes
multicolores.
Es, además, una región fértil con variedad de microclimas, habitada por
ciudadanos trabajadores, cuyo desarrollo económico y social podría ser otro,
pero se ha visto imposibilitado por modelos de desarrollo país que omiten
la importancia de la integración regional en su progreso. En efecto, nuestras
naciones acusan una ausencia reiterada de políticas públicas que incorporen
el enfoque regional como apoyo facilitador de procesos de desarrollo
humano. Esta perenne pobreza de la mayor parte de los habitantes de la región
mesoamericana es el factor que la convierte en una región expulsora de sus
habitantes, que alimenta el crimen organizado y la violencia, el clientelismo
político, la baja escolaridad y la corrupción.
El presente libro, coordinado y editado por el catedrático de la Escuela de
Relaciones Internacionales de la Universidad Nacional de Costa Rica, Dr. Willy
Soto Acosta, aborda algunas de aquellas temáticas con una visión regional:
desde aspectos teóricos sobre los que se fundamenta la integración europea y
que no necesariamente deben ser los mismos aplicados a Mesoamérica, hasta
el abordaje de las nuevas condiciones de explotación económica transnacional
de la región, pasando por interesantes enfoques en cuanto a violencia social
y crimen organizado, relaciones con los vecinos y migración; y la que debería
ser la nueva integración regional. Todo ello en aras de contribuir, desde la
universidad pública, con aportes tendentes al mejoramiento socioeconómico
de la región.
Mesoamerica is not only a region that from the center of America has legacy a rich pre-Columbian, colonial and postcolonial history particular and exciting that has been approached from various political, social approaches and economic, without their sources and interpretations being exhausted; it also contains a very rich biodiversity, an isthmic position geopolitically relevant and a brilliant mosaic of indigenous cultures and foreigners that express themselves on a rugged geography full of landscapes multicolored. It is also a fertile region with a variety of microclimates, inhabited by working citizens, whose economic and social development could be another, but it has been made impossible by country development models that omit the importance of regional integration in its progress. Indeed, our nations show a repeated absence of public policies that incorporate the regional approach as a facilitating support for development processes human. This perennial poverty of most of the inhabitants of the region Mesoamerican is the factor that makes it an expelling region of its inhabitants, which fuels organized crime and violence, patronage political, low schooling and corruption. This book, coordinated and edited by the professor of the School of International Relations of the National University of Costa Rica, Dr. Willy Soto Acosta, addresses some of those issues with a regional vision: from theoretical aspects on which European integration is based and which should not necessarily be the same applied to Mesoamerica, until addressing the new conditions of transnational economic exploitation of the region, going through interesting approaches regarding social violence and organized crime, relations with neighbors and migration; and the one that should be the new regional integration. All this in order to contribute, from the public university, with contributions aimed at socioeconomic improvement region of.
