Resumen
La Mesa de Gestión de Riesgo de Desastre (MGRD), se auto reconoce como parte del Sistema Nacional de Gestión del Riesgo, concepto en el cual se refuerza la importancia de la transversalización del tema en la institucionalidad y la responsabilidad ineludible de parte de los actores privados y la ciudadanía. El fin estratégico de la MGRD es promover la Gestión del Riesgo de Desastre a nivel local para impactar en el desarrollo humano integral. Para lograrlo, define dos ejes de acción: el primero, enfocado en la construcción del conocimiento, sensibilización y fortalecimiento de capacidades en Gestión de Riesgo de Desastre (GRD) a nivel local, y el segundo, en incidir en los actores estratégicos públicos y privados, tomadores de decisión y en la política pública en GRD a partir de 5 objetivos específicos. La importancia de reflexionar acerca de la labor de la MGRD durante este período de existencia se debe a la trascendencia de esta como vitrina para el aprendizaje y el fortalecimiento de las capacidades de los actores locales y sociales que participan. La metodología utilizada para generar un análisis crítico de la experiencia de la MGRD da inicio con la formulación del objeto a sistematizar que es: “La experiencia del trabajo participativo en la Mesa de Gestión de Riesgo de Desastre en el periodo comprendido entre mayo 2013 y diciembre 2018 a escala nacional”. A partir de esto, se genera un objetivo general: “Fortalecer el quehacer de la Mesa de Gestión del Riesgo de Desastres a partir de su práctica de trabajo entre 2013 y el 2018 en el ámbito nacional para potenciar su incidencia en los actores del ámbito local”. Con el objeto y objetivo bien identificados se trazó el eje de trabajo: Factores que fortalecieron y que debilitaron la incidencia del MGRD en los actores nacionales y locales durante este periodo.
Entre los aprendizajes vividos hasta la fecha en la MGRD se pueden describir:
• El trabajo interinstitucional e interdisciplinario es posible, logrando desarrollar un trabajo colaborativo que genere beneficios a las comunidades.
• No es estrictamente necesario contar con presupuesto propio para lograr avanzar con los objetivos planteados en el Plan Estratégico de la Mesa de Gestión del Riesgo de Desastres.
• Los espacios de diálogo e intercambio de experiencias en el tema de GRD han facilitado comprender la instrumentalización de la temática en las diferentes estructuras de los actores
participantes de la Mesa de Gestión del Riesgo de Desastres.
Además, algunas de las conclusiones a la que se llegó con este proceso de sistematización es que la Mesa de Gestión del Riesgo de Desastres se ha enfocado en promover la importancia de gestionar los territorios a partir de la identificación de las amenazas existentes (naturales o antropogénicas), reconociendo la vulnerabilidad que tienen las comunidades o poblados alrededor del país, y las dificultades para gestionar mejor el territorio a partir de la interacción con de las diversas instituciones y organizaciones que tienen participación en la Mesa de Gestión del Riesgo de Desastres y potenciar el aporte que estas pueden generar en el ámbito de trabajo de la GRD.
The Disaster Risk Management Table (MGRD) is self-recognized as part of the National Risk Management System, a concept that reinforces the importance of mainstreaming the issue in the institutional framework and the inescapable responsibility of private actors and citizens. The strategic purpose of the MGRD is to promote Disaster Risk Management at the local level to impact integral human development. To achieve this, it defines two axes of action. The first one is focused on knowledge building, awareness-raising and capacity building in Disaster Risk Management at the local level. The second axis focuses on influencing public and private strategic actors, decision-makers, and public policy in Disaster Risk Management based on five specific objectives. The importance of reflecting on the work of the MGRD during this period of existence is due to its importance as a showcase for learning and strengthening the capacities of the local and social actors involved. The methodology implemented to generate critical analysis of the experience of the MGRD began with the formulation of the object to be systematized, which was “The experience of participatory work in the Disaster Risk Management Table (MGRD) from May, 2013 to December, 2018 at the national level”. From this, a general objective was generated: “Strengthen the work of the MGRD from its working practice between 2013 and 2018 at the national level to enhance its impact on local actors.” Once the object and the goal were well identified, the work axis was outlined: Factors that strengthened and weakened the impact of the MGRD on national and local actors during this period. Among the lessons learned to date in the MGRD, the following can be described: • Inter-institutional and interdisciplinary work is possible, managing to develop a collaborative work that generates benefits to the communities. • It is not strictly necessary to have one’s own budget in order to make progress with the objectives set out in the MGRD Strategic Plan. • The spaces for dialogue and exchange of experiences on the theme of Disaster Risk Management have facilitated the understanding of the instrumentalization of the theme in the different structures of the actors involved in the MGRD. • In addition, some of the conclusions drawn from this systematization process was that the MGRD has focused on promoting the importance of managing territories from the identification of existing threats (natural or anthropogenic), recognizing the vulnerability of communities or towns around the country, and the difficulties to better manage the territory from the interaction with the various institutions and organizations involved in the MGRD and to enhance the contribution these entities can generate in the field of the Disaster Risk Reduction work.
