Resumen
Resumen. Este proyecto de graduación nace como respuesta a la necesidad del IFAM de disponer de un método adecuado para evaluar la factibilidad de los nuevo productos o servicios novedosos que la institución plantea ofrecer a los gobiernos locales. El propósito subyacente es impulsar la transformación digital del sector municipal. Con el propósito de satisfacer esta necesidad de manera adecuada, se planteó un método de evaluación de la factibilidad de los productos o servicios que la institución ha propuesto desarrollar desde el año 2021 y hasta el año 2030. Dicho método abarcar aspectos cruciales, tales como la viabilidad financiera, técnica, de mercado y administrativa. La clave radica en que esta evaluación sea llevada a cabo de manera objetiva y bajo estándares claros y definidos. El objetivo es generar datos confiables, los cuales serán esenciales para que la alta gerencia del IFAM tome decisiones informadas. En el contexto planteado en el Plan Estratégico Institucional, el cual definió la creación de un ecosistema de soluciones tecnológicas, resulta muy importante crea un proceso que permita discernir con precisión si la creación de un producto o servicio es recomendable. Esto implica que se evalúen rigurosamente los aspectos financieros para asegurar su sostenibilidad económica. Asimismo, se debe analizar la viabilidad técnica para garantizar que los recursos y capacidades existentes sean adecuados para la implementación. La evaluación de mercado juega un rol crucial al identificar si existe una demanda real y cómo se insertaría el producto o servicio en el entorno competitivo. Por último, la evaluación administrativa asegura que la gestión y operación del nuevo elemento sean factibles y alineadas con los objetivos organizacionales. Con la creación de este método se logra implementar y estandarizar el proceso de la evaluación de viabilidad de productos o servicios en el IFAM, que por esta falencia algunas inversiones no han logrado los objetivos planteados. Al contar con esta herramienta, la alta gerencia podrá tomar decisiones informadas y fundamentadas, lo que contribuirá significativamente al desarrollo y crecimiento estratégico de la institución.
Abstract. This graduation project is a response to IFAM's need for a suitable method to assess the feasibility of new products or services that the institution plans to offer to local governments. The underlying purpose is to drive the digital transformation of the municipal sector. In order to adequately meet this need, a method for assessing the feasibility of the products or services that the institution has proposed to develop from 2021 to 2030 was proposed. This method covers crucial aspects such as financial, technical, market and administrative feasibility. The key is that this assessment is carried out in an objective manner and under clear and defined standards. The objective is to generate reliable data, which will be essential for IFAM's senior management to make informed decisions. In the context set out in the Institutional Strategic Plan, which defined the creation of an ecosystem of technological solutions, it is very important to create a process to accurately discern whether the creation of a product or service is advisable. This implies rigorously assessing the financial aspects to ensure its economic sustainability. Technical feasibility must also be analysed to ensure that existing resources and capacities are adequate for implementation. The market assessment plays a crucial role in identifying whether there is a real demand and how the product or service would fit into the competitive environment. Finally, the management assessment ensures that the management and operation of the new element is feasible and aligned with organisational objectives. With the creation of this method, it is possible to implement and standardise the process of assessing the viability of products or services in IFAM, which due to this shortcoming, some investments have not achieved their objectives. With this tool, senior management will be able to make informed and well-founded decisions, which will contribute significantly to the development and strategic growth of the institution.
