El presente capítulo incluye el proceso de participación comunitaria desarrollado con el Comité Comunal de Emergencias en el Valle la Estrella, Limón, con el fin de crear un plan comunal de emergencias ante inundaciones en la comunidad de Pandora Oeste, al ser la localidad que históricamente ha sufrido mayores impactos. Dicho plan se realizó mediante investigación acción participativa para promover lazos comunitarios y autogestionarios en la Gestión Integral del Riesgo de Desastres.
Los diferentes momentos desarrollados con el grupo parten de las necesidades encontradas por medio de un diagnóstico participativo en donde se llevaron a cabo talleres y entrevistas. La puesta en práctica de estas técnicas derivaron en la necesidad de fortalecer al comité comunal de emergencias y, de forma paralela, construir un plan comunal de emergencias ante inundaciones en Pandora Oeste, lo cual ayudó a fortalecer la cultura organizativa y promover la participación ciudadana. Como resultado, estos espacios se convirtieron en estrategias metodológicas documentadas que pueden replicarse en otras zonas del Valle la Estrella o localidades que experimenten inundaciones, ya que promueven el involucramiento y procesos de capacitación vinculados a la gestión integral del riesgo.
This chapter describes the community participation process developed with the Community Emergency Committee in Valle la Estrella, Limón, to create a community emergency plan for flooding in the community of Pandora Oeste, the area historically most affected by floods. This plan was developed using participatory action research to promote community ties and self-management in Integrated Disaster Risk Management. The various stages of the process with the group stemmed from the needs identified through a participatory needs assessment, which included workshops and interviews. The implementation of these techniques revealed the need to strengthen the community emergency committee and, simultaneously, to develop a community emergency plan for flooding in Pandora Oeste. This helped strengthen the community's organizational culture and promote citizen participation. As a result, these initiatives became documented methodological strategies that can be replicated in other areas of Valle la Estrella or other communities experiencing flooding, as they promote involvement and training processes related to integrated risk management.
