Resumen
La planificación estratégica es fundamental como instrumento de gestión institucional. Desde la gestión pública conlleva una importancia mayor su uso por la dinámica compleja en la que se desarrollan las actividades de las instituciones. Un plan estratégico conlleva la delimitación de diversas líneas estratégicas de la institución, así como la definición de la misión y la visión del Museo, con el fin de que se logre definir cuál es el camino por el cual quiere avanzar la institución. Para la realización de este plan se creó una alianza en conjunto con la Escuela de Planificación Económica y Social de la Universidad Nacional, mediante la realización de un trabajo final de licenciatura de la carrera, que se enmarca en la modalidad de Proyecto de Graduación. El Museo Histórico Cultural Juan Santamaría se creó en el año de 1974, mediante la ley de creación número 5619 y ha tenido dos reformas, una en el año de 1981, mediante la ley 6572 y otra en el año 2000 mediante la ley 8041, la cual es la que rige la gestión en la actualidad. La realidad es cambiante y por tanto el Museo ha venido experimentando cambios importantes con respecto a la manera en que se quieren proyectar hacia el público, quieren plantearse nuevos objetivos que guíen su gestión y además se replantea la relación de su organización para llevar a cabo los objetivos planteados.
El Museo ha sufrido varios problemas al no tener una guía de acción de mediano y largo plazo, y uno es la falta de coordinación entre las áreas de la institución, lo que conlleva a una repetición de acciones y a conflictos entre el
personal de la Institución. La Cultura juega un papel dinamizador del desarrollo económico y social, pero a nivel de Costa Rica, es una temática que no se le ha dado la prioridad que requiere, a sabiendas de que es la herramienta clave para lograr un proceso sostenido que faculta redes de difusión de la historia nacional, a través de estrategias educativas establecidas en todo el territorio costarricense y fuera de él. La situación descrita manifiesta la necesidad de responder a la problemática de saber cuál es la viabilidad política, administrativa, jurídica, económica, cultural y social formulando un Plan Estratégico para los años 2015-2020 en el Museo Histórico Cultural Juan Santamaría y así resolver la gestión deficiente que ha predominado por años en la Institución. En esta investigación se plantea un diagnóstico de la situación del Museo Histórico Cultural Juan Santamaría, con el fin de conocer la dinámica de gestión actual, además de sus limitaciones y fortalezas, para luego poder realizar una propuesta de mejora de la gestión institucional por medio de la elaboración de un Plan Estratégico Institucional del Museo Histórico Cultural Juan Santamaría.
Strategic planning is fundamental as an institutional management tool. In public management, its use is even more important due to the complex dynamics in which institutions develop their activities. A strategic plan entails the delimitation of various strategic lines of the institution, as well as the definition of the Museum's mission and vision, in order to define the path along which the institution wishes to advance. In order to carry out this plan, a joint alliance was created with the School of Economic and Social Planning of the Universidad Nacional, through the completion of a final undergraduate project, which is part of the Graduation Project modality. The Museo Histórico Cultural Juan Santamaría was created in 1974, through the creation law number 5619 and has had two reforms, one in 1981, through law 6572 and another in 2000 through law 8041, which is the one that currently governs the management. The reality is changing and therefore the Museum has been experiencing important changes with respect to the way in which they want to project themselves to the public, they want to set new objectives to guide their management and also rethink the relationship of their organization to carry out the objectives raised. The Museum has suffered several problems due to the lack of a medium and long term action guide, and one of them is the lack of coordination between the areas of institution, which leads to a repetition of actions and conflicts between the staff of the Institution. Culture plays a dynamic role in economic and social development, but at the Costa Rican level, it is a topic that has not been given the priority it requires, knowing that it is the key tool to achieve a sustained process that empowers networks for the dissemination of national history, through educational strategies established throughout the Costa Rican territory and beyond. The situation described above shows the need to respond to the problem of knowing what is the political, administrative, legal, economic, cultural and social viability by formulating a Strategic Plan for the years 2015-2020 in the Juan Santamaría Historical Cultural Museum and thus solve the deficient management that has prevailed for years in the Institution.
