Efectos de la aplicación de los presupuestos participativos en el desarrollo local del cantón de Acosta: Caso de la de Municipalidad de Acosta año 2019- 2022

Resumen
Se parte de la premisa de que los presupuestos participativos son una de las herramientas que permiten la participación ciudadana en las comunidades y que por medio de estos se pueden generar cambios en las formas en cómo las personas y las organizaciones desarrollan los procesos comunitarios. Esta investigación tiene la particularidad de desarrollarse en Acosta, un cantón rural de Costa Rica el cual se encuentra en los primeros años de aplicación del proceso de presupuesto participativo, cabe destacar que en el país son escasas las investigaciones de presupuestos participativos. Se realizó la respectiva revisión bibliografía de instrumentos de planificación local, de legislación nacional vigente, el marco conceptual desde diversos posicionamientos de autores relacionados a esta temática, así como de experiencias que se han desarrollo en diferentes países. Además, se realizaron entrevistas a profundidad a liderazgos comunales lo cual permitió la identificación de las necesidades reales del proceso, de igual mane r a se contó con la participación de autoridades locales identificándose algunos elementos claves en la gestión de los presupuestos. El presente trabajo está conformado por cinco capítulos. El capítulo I contempla la narrativa de la historia de los presupuestos participativos identificando casos en el ámbito internacional y nacional, así también se plante a el problema de investigación, la justificación y pertinencia del tema y los objetivos. El capítulo II contiene el marco conceptual en cual se desarrollan conceptos que dan sustento a la investigación. En el capítulo III, se evidencia el enfoque y tipo de investigación a realizarse, así como de las técnicas a utilizar se para la recopilación, procesamiento y análisis de la información. En el capítulo IV se desarrolla el análisis de resultados a partir de la información obtenida en las entrevistas a profundidad, así como las recomendaciones y conclusiones a las premisas planteadas. Por último, en el capítulo V se presenta la ¨Hoja de Ruta hacia la institucionalización del Modelo de Presupuestos Participativos del Cantón de Acosta ¨ la cual es una propuesta de mejora al proceso de la participación ciudadana en Acosta. Para finalizar, es importante mencionar que esta investigación permite tener una aproximación a la realidad social, con el fin de conocer cómo se desarrollan los procesos relacionados al presupuesto participativo en el cantón mencionado, y comprender la importancia de que, a partir de las necesidades reales, se puedan considerar acciones en las políticas públicas al momento de contemplar la participación de la ciudadanía.
The starting point is the premise that participatory budgets are one of the tools that allow citizen participation in communities and that through them changes can be generated in the ways in which people and organizations develop community processes. This research has the particularity of being developed in Acosta, a rural canton in Costa Rica which is in the first years of applying the participatory budget process. It is worth noting that there are few participatory budget research projects in the country. A bibliographical review of local planning instruments, current national legislation, the conceptual framework from various positions of authors related to this topic, as well as experiences that have been developed in different countries was carried out. In addition, in-depth interviews were conducted with community leaders which allowed the identification of the real needs of the process. Likewise, the participation of local authorities was counted on, identifying some key elements in budget management. This work is made up of five chapters. Chapter I provides a narrative of the history of participatory budgets, identifying cases at the international and national level, as well as a research problem, justification and relevance of the topic and objectives. Chapter II contains the conceptual framework in which concepts that support the research are developed. Chapter III shows the approach and type of research to be carried out, as well as the techniques to be used for the collection, processing and analysis of information. Chapter IV develops the analysis of results from the information obtained in the in-depth interviews, as well as the recommendations and conclusions to the premises raised. Finally, Chapter V presents the "Roadmap towards the institutionalization of the Participatory Budget Model of the Canton of Acosta" which is a proposal to improve the process of citizen participation in Acosta. Finally, it is important to mention that this research allows us to have an approximation to the social reality, in order to know how the processes related to the participatory budget are developed in the aforementioned canton, and to understand the importance of considering actions in public policies based on real needs when considering citizen participation.
