Resumen
Hechos históricos, como la Primera y Segunda Guerra Mundial, han marcado la
comunidad internacional afectando de manera directa e indirecta los factores
políticos, económicos, sociales e incluso del medio ambiente, dentro y fuera de los
Estados.
Una consecuencia importante generada después de la Segunda Guerra Mundial
es el desplazamiento de miles de personas, víctimas del conflicto armado, y a
quienes sufrieron por violaciones sistemáticas de los derechos humanos.
A raíz de estos acontecimientos, surgieron mecanismos de protección para dichas
personas, en donde uno de estos es el estatuto de refugio, el cual busca la
protección internacional para todas aquellas perso nas que han tenido que huir de
sus países de origen con el fin de optar por el resguardo de sus vidas, su
integridad física y las de su familia.
Con base en lo anterior, la meta general planteada en la presente tesis de grado
es la de analizar y evaluar la cooperación multilateral para la atención de la
población refugiada en Costa Rica, en el periodo entre el 2001 y el 2008. Así
mismo, los objetivos específicos se han diseñado de la siguiente manera; elaborar
los elementos históricos, empíricos, teóricos y metodológicos del tema; describir
los antecedentes y el contexto de significación; analizar y evaluar la cooperación
multilateral costarricense y su incidencia en la población refugiada, para el periodo
entre el 2001 y el 2004, y dilucidar y escudriñar los efectos de la cooperación
multilateral costarricense en la población de refugiados, para el período entre el
2005 y el 2008.
Historical events, such as the First and Second World Wars, have marked the international community, directly and indirectly affecting political, economic, social and even environmental factors, both within and outside the States. An important consequence of the Second World War was the displacement of thousands of people, victims of the armed conflict, and those who suffered from systematic violations of human rights. As a result of these events, protection mechanisms emerged for these people, one of which is the refugee status, which seeks international protection for all those who have had to flee their countries of origin in order to opt for the protection of their lives, their physical integrity and those of their families. Based on the above, the general goal of this thesis is to analyze and evaluate the multilateral cooperation for the attention of the refugee population in Costa Rica, in the period between 2001 and 2008. Likewise, the specific objectives have been designed as follows: to elaborate the historical, empirical, theoretical and methodological elements of the topic; to describe the background and context of significance; to analyze and evaluate Costa Rican multilateral cooperation and its impact on the refugee population, for the period between 2001 and 2004, and to elucidate and scrutinize the effects of Costa Rican multilateral cooperation on the refugee population, for the period between 2005 and 2008.
