Propuesta para el desarrollo de un Sistema Automatizado de Planificación Institucional para el Ministerio de Vivienda y Asentamientos Humanos, a partir del análisis de situación de la gestión y planificación en el período 2015-2019

Resumen
En Costa Rica, como en cualquier otro país del mundo, se vuelve imperante por parte de las instituciones del Estado, velar y garantizar el uso eficaz y eficiente de los recursos. Por lo anterior, se ha emitido una serie de normas jurídicas que regulan la gestión pública y la planificación, y, por ello, existe la necesidad de llevar a la práctica operativa la coordinación y articulación de la planificación en todos sus niveles con el presupuesto.
La presente investigación tiene como fin analizar la situación de la gestión y planificación en el Ministerio de Vivienda y Asentamientos Humanos (MIVAH) durante el periodo 2015-2019, con el fin de formular una propuesta que brinde los insumos técnicos para la automatización de este proceso. Con ello, la coordinación y articulación de la planificación ministerial podrá incrementar la eficiencia y eficacia de su gestión.
Para lograr dicho objetivo, primero se analizará el marco estratégico, las competencias y funciones del MIVAH, su responsabilidad en diferentes instrumentos de planificación nacional, sectorial, regional e institucional. De igual forma, se presenta la experiencia de un ente gubernamental que ha desarrollado internamente un sistema automatizado de planificación institucional a la medida (parámetro de buenas prácticas para el mejoramiento de la gestión del MIVAH). Finalmente, con base en los resultados del análisis de la información anterior, se presenta la propuesta, misma que será el insumo técnico para el posterior desarrollo de la herramienta tecnológica en el MIVAH.
Dentro de los principales hallazgos, se encuentra que el MIVAH presenta una dispersión en cuanto a la ejecución, seguimiento y evaluación de las responsabilidades en políticas y planes nacionales, sectoriales y regionales, no existe una vinculación entre la planificación y el presupuesto institucional. Asimismo, el análisis de la experiencia del Servicio Nacional de Salud Animal (SENASA) permitió determinar que es posible que una institución desarrolle e implemente un sistema automatizado que permita la articulación de los diferentes instrumentos de planificación, mejorar el nivel de cumplimiento, optimizar el uso de los recursos públicos y la rendición de cuentas en tiempo real.
La presente investigación brinda una propuesta con los insumos técnicos que le permitirá a la Unidad de Planificación Institucional del MIVAH, iniciar la gestión administrativa con el Departamento de Tecnologías de Información y Comunicación de dicho ministerio. Paso necesario para desarrollar un sistema automatizado de planificación institucional a fin de lograr la coordinación y articulación de la planificación (nacional, sectorial, regional e institucional) para la obtención de resultados concretos y el uso eficiente de los recursos institucionales.
In Costa Rica, as in any other country in the world, it becomes imperative for State institutions to ensure and guarantee the effective and efficient use of resources. Due to the above, a series of legal norms have been issued that regulate public management and planning, and, therefore, there is a need to put into operational practice the coordination and articulation of planning at all levels with the budget. The purpose of this research is to analyze the situation of management and planning in the Ministry of Housing and Human Settlements (MIVAH) during the period 2015-2019, in order to formulate a proposal that provides the technical inputs for the automation of this process. . With this, the coordination and articulation of the ministerial planning will be able to increase the efficiency and effectiveness of its management. To achieve this objective, the strategic framework, the competencies and functions of MIVAH, and its responsibility in different national, sectoral, regional and institutional planning instruments will first be analyzed. Likewise, the experience of a government entity that has internally developed an automated customized institutional planning system (parameter of good practices for improving MIVAH management) is presented. Finally, based on the results of the analysis of the previous information, the proposal is presented, which will be the technical input for the subsequent development of the technological tool in the MIVAH.
