BOLETÍN PAPAGAYO COSTA RICA: DEL CULTIVO ANCESTRAL A LA ECOCOMPETITIVIDAD

Abstract

El acercamiento rápido a la realidad de la producción agrícola en Costa Rica anuncia, a grandes rasgos que, a lo largo de las últimas décadas, la orientación productiva con enfoque al mercado ecológico, producto de las acciones concretas de la sociedad civil, organizada y los propios productores y productoras rurales, ha sido apropiada por las agencias gubernamentales de fomento a la agricultura. Con esto, desde los poderes de la República, se ha visto la necesidad de crear condiciones y recursos para atender esta evolución social y económica, impulsada directamente por los diferentes actores y movimientos sociales, implicados en el proceso. Este giro, muy complejo, se ha dado desde fuerzas centrípetas crecientes, desde las dos últimas décadas del Siglo XX. Las cuales, han cambiado las políticas productivas y tecnológicas impulsadas por las agencias gubernamentales, como el Ministerio de Agricultura y Ganadería (MAG) y el Servicio Fitosanitario del Estado (SFE); respeto al desarrollo de normativa; acreditación de las agencias certificadoras y; el registro de productores, procesadores y comercializadores de productos orgánicos. Además, de acciones específicas de la Comisión Nacional de Agricultura Orgánica, adscrita al MAG como órgano asesor, de la promoción y divulgación de los productos orgánicos, y expansión de los mercados.

A quick look at the reality of agricultural production in Costa Rica reveals that, broadly speaking, over the last few decades, the productive orientation toward the organic market, which is the result of concrete actions by civil society, organized groups, and rural producers themselves, has been appropriated by government agencies promoting agriculture. As a result, the powers of the Republic have seen the need to create conditions and resources to address this social and economic evolution, driven directly by the different actors and social movements involved in the process. This very complex shift has been driven by growing centripetal forces since the last two decades of the 20th century. These forces have changed the production and technology policies promoted by government agencies such as the Ministry of Agriculture and Livestock (MAG) and the State Phytosanitary Service (SFE) with regard to the development of regulations, the accreditation of certification agencies, and the registration of producers, processors, and marketers of organic products. In addition, specific actions have been taken by the National Organic Agriculture Commission, attached to the MAG as an advisory body, to promote and disseminate organic products and expand markets.
