Resumen
Dentro de un entorno altamente competitivo y globalizado es de suma importancia que las empresas de productos y servicios se apeguen a los estándares de exportación y ejecuten un proceso de mejora continua para alcanzar sus objetivos. El alineamiento con estos estándares y normativas además de asegurar la competitividad en el mercado internacional también fomenta la eficiencia en las operaciones y la satisfacción de los clientes. Por ende, esta investigación va dirigida al análisis de los costos de implementación de la normativa de gestión de calidad e inocuidad alimentaria en la Cooperativa Agropecuaria Industrial de Servicios Múltiples de Atenas con la cual se busca trabajar al margen de las regulaciones internacionales de exportación. Dentro del mismo se evalúa la gestión operativa,los procesos, la reestructuración requerida y los recursos que amerita para poder llevar a cabo esta implementación de la normativa. Con esto en mente la investigación será desarrollada por 5 investigadores optando por el grado de licenciatura en Administración con énfasis en Gestión Financiera planteando la interrogante ¿Cuáles son los aspectos de gestión administrativa y los costos operativos en la implementación de la normativa del sistema de gestión de calidad e inocuidad alimentaria en la Cooperativa Agropecuaria Industrial de Servicios Múltiples de Atenas en el área del Beneficio el Diamante? Esta pregunta surge debido a la necesidad de toda organización dedicada al servicio de productos alimenticios que desean exportar a Estados Unidos y la relevancia que requiere la inocuidad para poder cumplir con los requisitos internacionales y poder de esta manera seguir con el modelo de exportación que tiene Coopeatenas R.L Debido a lo anterior, se debe de determinar las leyes nacionales e internacionales, los costos, segmentación de los gastos y clasificación de normativas. Por otra parte, se comparan los costos y gastos generados desde el inicio del proyecto hasta marzo del 2024 para poder visualizar todo el panorama y conocer qué gastos se generan. Por ende, se establecen tres objetivos específicos a desarrollarse mediante la metodología de investigación exploratoria, explicativa y descriptiva: 1. Evaluar la gestión administrativa y financiera en la implementación del sistema de gestión de calidad e inocuidad alimentaria en Coopeatenas R.L. 2. Clasificar los costos operacionales de la implementación y regulación del sistema de gestión de calidad e inocuidad alimentaria en Coopeatenas R.L. 3. Contrastar los costos y gastos de los procesos en la implementación del sistema de gestión de calidad e inocuidad alimentaria basado en la estructura financiera de la organizacióN en Coopeatenas R.L. En esta investigación se abordan tres categorías que actúan como cimientos esenciales, las cuales son gestión administrativa y gestión financiera, costos del sistema de gestión de calidad e inocuidad alimentaria y gestión de egresos. De ellas se derivan subcategorías y sus correspondientes indicadores. Donde se determinó que la gestión administrativa presenta un inicio difícil con varios desaciertos por una falta de planificación del proceso, estructuración ineficaz, además de un plan de reclutamiento inadecuado y de escasa supervisión. Se retoma el proyecto mediante una reestructuración focalizando los esfuerzos al cumplimiento de la normativa y aprovechamiento de los recursos. Se evidencia un aprovechamiento de los recursos y un avance en el cumplimiento de los estándares internacionales además de trabajar bajo el marco de la normativa nacional. También se identifican limitaciones debido a los futuros requisitos de implementación. Asimismo, se demuestra en los estados financieros que Coopeatenas R.L se ha enfocado en el cumplimiento de los requisitos indispensables para la implementación de un sistema de gestión de calidad e inocuidad alimentaria.
Within a highly competitive and globalized environment, it is of utmost importance that product and service companies adhere to export standards and execute a continuous improvement process to achieve their objectives. Alignment with these standards and regulations, in addition to ensuring competitiveness in the international market, also promotes efficiency in operations and customer satisfaction. Therefore, this research is aimed at analyzing the costs of implementing quality management and food safety regulations in the Athens Multi-Service Agricultural Industrial Cooperative with which it seeks to work outside of international export regulations. Within it, operational management, processes, the required restructuring and the resources required to carry out this implementation of the regulations are evaluated. With this in mind, the research will be developed by 5 researchers opting for a bachelor's degree in Administration with an emphasis on Financial Management, raising the question:What are the administrative management aspects and operating costs in the implementation of the regulations of the quality and food safety management system in the Atenas Multi-Service Agricultural Industrial Cooperative in the El Diamante Mill area? This question arises due to the need of any organization dedicated to the service of food products that wishes to export to the United States and the relevance that safety requires in order to comply with international requirements and thus be able to continue with the export model that it has. Coopeatenas R.L Due to the above, national and international laws, costs, segmentation of expenses and classification of regulations must be determined. On the other hand, the costs and expenses generated from the beginning of the project until March 2024 are compared to be able to visualize the entire panorama and know what expenses are generated. Therefore, three specific objectives are established to be developed through th Exploratory, explanatory and descriptive research methodology: 1. Evaluate the administrative and financial management in the implementation of the quality and food safety management at Coopeatenas R.L. 2. Classify the operational costs of the implementation and regulation of the system of quality and food safety management at Coopeatenas R.L. 3. This research addresses three categories that act as essential foundations, which are administrative management and financial management, costs of the quality and food safety management system, and expense management. Subcategories and their corresponding indicators are derived from them. Where it was determined that administrative management presents a difficult start with several mistakes due to a lack of planning of the process, ineffective structuring, in addition to an inadequate recruitment plan and poor supervision. The project is resumed through a restructuring, focusing efforts on compliance with regulations and use of resources. There is evidence of use of resources and progress in compliance with international standards in addition to working under the framework of national regulations. Limitations due to future implementation requirements are also identified. Likewise, it is demonstrated in the financial statements that Coopeatenas R.L has focused on compliance with the essential requirements for the implementation of a quality and food safety management system.
