Análisis de la eficiencia y eficacia del Área Financiera de la Municipalidad de Liberia y su impacto en las demás áreas en el período 2017-2021

Abstract

La presente investigación aborda el tema del análisis de la eficiencia y de la eficacia del área financiera de la Municipalidad de Liberia, en términos de ingresos, egresos y afectaciones posibles en los demás departamentos del municipio. En primer término, se analizan las opiniones de las personas que laboran en algunas unidades claves que fueron consideradas por el investigador con la finalidad de obtener información de primera instancia que permitiera determinar las relaciones existentes entre los distintos departamentos municipales, las posibles afectaciones negativas o positivas que conllevan las acciones de financiero en éstas y en general la concepción que tienen los colaboradores sobre el departamento financiero. En segundo término, se analizan de manera comparativa los ingresos presupuestados y los ingresos realmente percibidos, de la misma manera se analizaron los egresos, con el objetivo de verificar la capacidad de planificar y de ejecutar los presupuestos municipales, de forma tal que permita identificar si se trabaja eficientemente en la planificación de éstos recursos. Finalmente, se analizan los estados financieros horizontalmente y verticalmente, además, se aplican las fórmulas de indicadores de manera que permitan analizar la gestión y los resultados financieros en términos de eficiencia y eficacia en cuanto al manejo de los recursos económicos. La investigación sigue el formato establecido por el Centro Internacional de Política Económica para el Desarrollo Sostenible de la Universidad Nacional (CINPE-UNA), dividido así en primera instancia: Antecedentes, definición del problema, justificación y los objetivos. En segundo término, el marco teórico que es la base de la investigación, posteriormente el análisis metodológico y finalmente el análisis de los resultados obtenidos seguido de las conclusiones y recomendaciones.

This research addresses the issue of analyzing the efficiency and effectiveness of the financial area of the Municipalidad de Heredia, in terms of income, expenses and possible effects on the other departments of the municipality. In the first place, the opinions of the people who work in some key units that were considered by the researcher are analyzed in order to obtain information in the first instance that would allow determining the existing relationships between the different municipal departments, the possible negative or positive effects that the financial actions entail in these and in general the conception that the collaborators have about the financial department. Secondly, the budgeted income and the income actually received are analyzed in a comparative manner, in the same way the expenses were analyzed, with the objective of verifying the capacity to plan and execute the municipal budgets, in such a way that they allow to identify if it works efficiently in the planning of these resources. Finally, the financial statements are analyzed horizontally and vertically, in addition, the indicator formulas are applied in such a way that they allow the management and financial results to be analyzed in terms of efficiency and effectiveness in terms of the management of economic resources. The research follows the format established by the Centro Internacional de Política Económica para el Desarrollo Sostenible of the Universidad Nacional (CINPE-UNA), divided in the first instance: Background, definition of the problem, justification and objectives. Secondly, the theoretical framework that is the basis of the research, then the methodological analysis and finally the analysis of the results obtained followed by the conclusions and recommendations.
