Estado de la investigación en la Universidad Nacional

Abstract

This report is made at the request of MSc. Daniel Rueda, Vice Rector for Research, who expressed his interest in having a diagnosis of research at the Universidad Nacional (UNA) during the five-year period 2015 - March 2020, hereinafter period 2015 - 2020. With this purpose, as a reference of the external context of the institution, in section 2, National and inter-university context, a brief description of research at the national level and of the State University Higher Education Institutions (IESUE) is presented, which takes as a reference the reports published by the Ministry of Science, Technology and Telecommunications (Micitt) and the National Council of Rectors (Conare) - Subcommission of Research Indicators. Also included in this document is information contained in other work that was prepared during 2019 and the first quarter of 2020 in the Vice Rector's Office for Research, in coordination and under the framework of the Quality Management System for Institutional Excellence (Sigei) initiative. In addition, section 4, Input indicators for research in the UNA, analyzes the investment indicators that, based on the results of the institutional budget execution of the previous year, the team of the Academic Information System (SIA) builds and sends yearly, for their integration, to the Micitt and the Office of Higher Education Planning (OPES) - Conare. In addition, SIA reports were generated that made it possible to construct and present indicators related to the personnel assigned to research Programs, Projects and Activities (PPAA) that were in force in one or more years of the period. The SIA was used as a reference because it is considered that the information contained in this platform better reflects the allocation of human resources to the work of the PPAA than the staff appointment platforms themselves; a study conducted in 2019 in the Office of the Vice Rector for Research confirmed this. In addition, the assignments registered in the SIA are supported by approval agreements, endorsements and endorsements from the corresponding councils and vice rector's offices. Section 5, Research programs, projects and activities, is also based on the information contained in the SIA. Reports were generated for the PPAA, whose data were evaluated and updated based on the institution's budget structure standard, which defines the budget programs, subprograms and characteristics of academic activities based on the definitions contained in the Regulations for the Management of Academic Programs, Projects and Activities (PPAA) and in the Frascati Manual for the measurement of scientific, technological and innovation activities; both were in force when the institution's budget structure was defined in 2007. Section 6, Academic production, presents two types of information, the first related to the institution's academic scientific journals, in which some of the results of the institution's own academic work and that of other national and international organizations are published. The other information is related to publications of our staff in robust indexes such as Web of Science and Scopus, as well as in the institutional scientific-academic journals and in the Institutional Academic Repository (RAI). This document closes with a section of conclusions and recommendations to improve research management at the institutional level. It is important to point out that one of the limitations of this report is the absence of information related to research laboratories; this is due to the fact that there is no complete record of them as academic programs. Only 45 laboratories were registered during the period, 30 from the Faculty of Exact and Natural Sciences and 15 from the Faculty of Earth and Marine Sciences.

El presente informe se realiza a solicitud del MSc. Daniel Rueda, Vicerrector de Investigación, quien manifestó su interés en contar con un diagnóstico de la investigación en la Universidad Nacional (UNA) durante el quinquenio 2015 - marzo 2020, en adelante periodo 2015 - 2020. Con este propósito, como referencia del contexto externo de la institución, en el apartado 2, Contexto nacional e interuniversitario, se presenta una breve descripción de la investigación a nivel nacional y de las Instituciones de Educación Superior Universitaria Estatales (IESUE), que toma como referencia los informes publicados por el Ministerio de Ciencia, Tecnología y Telecomunicaciones (Micitt) y el Consejo Nacional de Rectores (Conare) - Subcomisión de Indicadores de Investigación. También se incluye en este documento información contenida en otros trabajos que se elaboraron durante 2019 y el primer trimestre de 2020 en la Vicerrectoría de Investigación, en coordinación y bajo el marco de la iniciativa Sistema de Gestión de Calidad para la Excelencia Institucional (Sigei). Además, en el apartado 4, Indicadores de insumos para la investigación en la UNA, se analizan los indicadores de inversión que, con base en los resultados de la ejecución presupuestaria institucional del año anterior, el equipo del Sistema de Información Académica (SIA) construye y envía anualmente, para su integración, al Micitt y a la Oficina de Planificación de la Educación Superior (OPES) - Conare. Adicionalmente, se generaron reportes del SIA que permitieron construir y presentar indicadores relacionados con el personal adscrito a los Programas, Proyectos y Actividades de Investigación (PPAA) que estuvieron vigentes en uno o más años del período. Se tomó como referencia el SIA porque se considera que la información contenida en esta plataforma refleja mejor la asignación de recursos humanos a las labores de los PPAA que las propias plataformas de nombramiento de personal; un estudio realizado en 2019 en la Vicerrectoría de Investigación así lo confirmó. Además, las asignaciones registradas en el SIA están respaldadas por acuerdos de aprobación, avales y refrendos de las consejerías y vicerrectorías correspondientes. El apartado 5, Programas, proyectos y actividades de investigación, también se basa en la información contenida en el SIA. Se generaron reportes para el PPAA, cuyos datos fueron evaluados y actualizados con base en la norma de estructura presupuestal de la institución, la cual define los programas, subprogramas y características presupuestales de las actividades académicas con base en las definiciones contenidas en el Reglamento para la Administración de Programas, Proyectos y Actividades Académicas (PPAA) y en el Manual de Frascati para la medición de actividades científicas, tecnológicas y de innovación; ambos vigentes al momento de definir la estructura presupuestal de la institución en 2007. El apartado 6, Producción académica, presenta dos tipos de información, la primera relacionada con las revistas científicas académicas de la institución, en las que se publican algunos de los resultados del trabajo académico propio y de otros organismos nacionales e internacionales. La otra información está relacionada con las publicaciones de nuestro personal en índices robustos como Web of Science y Scopus, así como en las revistas científico-académicas institucionales y en el Repositorio Académico Institucional (RAI). Este documento cierra con una sección de conclusiones y recomendaciones para mejorar la gestión de la investigación a nivel institucional. Es importante señalar que una de las limitaciones de este informe es la ausencia de información relacionada con los laboratorios de investigación; esto se debe a que no existe un registro completo de los mismos como programas académicos. En el período se registraron sólo 45 laboratorios, 30 de la Facultad de Ciencias Exactas y Naturales y 15 de la Facultad de Ciencias de la Tierra y del Mar.
