Desarrollo de las capacidades empresariales de las pymes del sector agrícola de la zona de Pérez Zeledón, periodo 2022-2024

Abstract

El presente seminario tiene como objetivo principal evaluar el desarrollo de las capacidades empresariales de las pequeñas y medianas empresas (pymes) del sector agrícola ubicadas en la zona de Pérez Zeledón, durante el periodo 2022-2024. Esta región, caracterizada por su agricultura, se ha constituido como un pilar fundamental de la economía local y nacional. Sin embargo, a pesar de la importancia del sector, las pymes enfrentan importantes desafíos para formalizarse, acceder al financiamiento, implementar estrategias de negocio efectivas y, en general, incorporarse en el mercado comercial. La investigación parte del reconocimiento de que existen importantes esfuerzos institucionales para apoyar el desarrollo de las pymes en el país, entre los que se destacan el marco normativo de la Ley 8262 de Fortalecimiento de las Pequeñas y Medianas Empresas, el Fondo Especial para el Desarrollo de las Micro, Pequeñas y Medianas Empresas (FODEMIPYME), y el Sistema de Banca para el Desarrollo. Además, instituciones como el Ministerio de Economía, Industria y Comercio (MEIC), el Ministerio de Agricultura y Ganadería (MAG), Promotora de Comercio Exterior de Costa Rica (PROCOMER), el Instituto Nacional de Aprendizaje (INA) y entidades financieras estatales y cooperativas, que ofrecen una amplia gama de servicios, capacitaciones y financiamiento dirigido al sector. Para el desarrollo del estudio se empleó un enfoque mixto que combina herramientas cualitativas y cuantitativas. La investigación documental permitió contextualizar la situación del sector agrícola y las políticas públicas dirigidas a las pymes. A su vez, se aplicaron instrumentos de recolección de datos, incluidas encuestas y entrevistas a productores, lo que permitió conocer la percepción, experiencias y necesidades. Entre los principales hallazgos de este estudio se determinó una marcada desinformación respecto a los procesos de formalización, asimismo, se evidenció un uso limitado de las opciones de financiamiento disponibles, en gran parte debido al desconocimiento sobre su existencia o sobre los requisitos necesarios. En el seminario se analizó el impacto de la Ley 8262, que busca brindar un entorno favorable para el fortalecimiento y desarrollo de las pymes mediante financiamiento, capacitación, innovación y reducción de barreras de entrada al mercado. Como resultado de esta investigación, se plantea una serie de estrategias orientadas a fortalecer el ecosistema empresarial agrícola, tales como desarrollar campañas de información claras y accesibles sobre tramitología, formalización y beneficios del registro de una pyme, fomentar alianzas para ampliar la cobertura de programas de capacitación y asistencia técnica, simplificar los procesos de acceso a financiamiento, ajustando requisitos según la realidad de los agricultores y promover el uso de tecnologías e innovación agrícola que mejoren la productividad, reduzcan costos y generen valor agregado. The main objective of this seminar is to evaluate the development of the business capabilities of small and medium-sized enterprises (SMEs) in the agricultural sector located in the Pérez Zeledón area during the period 2022-2024. This region, characterized by its agriculture, has become a fundamental pillar of the local and national economy. However, despite the importance of the sector, SMEs face significant challenges in formalizing their operations, accessing financing, implementing effective business strategies, and, in general, entering the commercial market. The research is based on the recognition that there are significant institutional efforts to support the development of SMEs in the country, including the regulatory framework of Law 8262 on Strengthening Small and Medium-sized Enterprises, the Special Fund for the Development of Micro, Small, and Medium-sized Enterprises (FODEMIPYME), and the Development Banking System. In addition, institutions such as the Ministry of Economy, Industry, and Commerce (MEIC), the Ministry of Agriculture and Livestock (MAG), the Costa Rican Foreign Trade Promoter (PROCOMER), the National Learning Institute (INA), and state and cooperative financial entities offer a wide range of services, training, and financing aimed at the sector. A mixed approach combining qualitative and quantitative tools was used to conduct the study. Documentary research provided context for the situation of the agricultural sector and public policies aimed at SMEs. In turn, data collection instruments were applied, including surveys and interviews with producers, which provided insight into their perceptions, experiences, and needs. Among the main findings of this study was a marked lack of information regarding formalization processes. Likewise, limited use of available financing options was evident, largely due to a lack of knowledge about their existence or the necessary requirements. The seminar analyzed the impact of Law 8262, which seeks to provide a favorable environment for the strengthening and development of SMEs through financing, training, innovation, and the reduction of barriers to market entry. As a result of this research, a series of strategies aimed at strengthening the agricultural business ecosystem were proposed, such as developing clear and accessible information campaigns on paperwork, formalization, and the benefits of registering an SME; promoting partnerships to expand the coverage of training and technical assistance programs; simplifying the processes for accessing financing, adjusting requirements to the reality of farmers, and promoting the use of technologies and agricultural innovation that improve productivity, reduce costs, and generate added value.
