Abstract. Schumpeter (2006) proposed that companies compete by destroying what other companies have done, in order to create new opportunities with which they can outperform their competitors. This process of creative destruction is key to economic development, and information and communication technologies (ICT) can play an important role in this by allowing companies to gain a competitive advantage by reducing their costs or differentiating their products (Mata et al., 1995). In this regard, the advantages that ICTs offer MSMEs are well known, including facilitating communication within and outside the company, as well as improving the management of their resources. However, these companies do not always make adequate use of these technologies, due to problems with their applicability or a preference for continuing to use previously established business models. There are also barriers to MSMEs making adequate use of ICT, including a lack of human and technological resources, the difficulty of covering the costs of acquiring and maintaining hardware and software, and problems related to security and trust that are inherent in these technologies (OECD, 2004).
