Resumen
Con la presente investigación, titulada "Proyectos Políticos y estrategias de Planificación en los planes nacionales de desarrollo en Costa Rica, 1974-1982", se abre a la reflexión académica en la educación superior un tema de singular importancia: el estudio de la experiencia de planificación global, sectorial y regional en el país. Hasta el momento no se conocen trabajos de esta índole en el ámbito universitario. Ciertamente, la evolución de la crisis económica, las transformaciones institucionales que experimenta el Estado costarricense en os últimos años, las políticas públicas en los distintos sectores de la actividad económica y la acción de los partidos políticos, han sido en distintos grado objeto de interés por parte de diversas disciplinas. Todos los aspectos señalados tienen una relación directa con la planificación en el tanto que, como se verá en el curso del informe, la condicionan. Pero ninguno de estos aspectos (la estructura económica, las políticas públicas, el sistema institucional y el escenario político) han sido abordados en su relación con el diseño y ejecución de las políticas de planificación; que por medio de planes globales o sectoriales, la creación del Sistema de Planificación o el control sobre variables claves de la acción pública-como la inversión y el Presupuesto del Poder Central*-, los sucesivos gobiernos han empleado en procura de una mayor eficiencia y ordenamiento del Estado costarricense.
This research, entitled "Political Projects and Planning Strategies in National Development Plans in Costa Rica, 1974-1982," opens the door to academic reflection in higher education on a topic of singular importance: the study of the country's experience with global, sectoral, and regional planning. To date, no such work has been published in the university setting. Certainly, the evolution of the economic crisis, the institutional transformations experienced by the Costa Rican state in recent years, public policies in the various sectors of economic activity, and the actions of political parties have been the subject of interest in various disciplines to varying degrees. All of the aforementioned aspects are directly related to planning insofar as, as will be seen throughout the report, they condition it. However, none of these aspects (economic structure, public policies, the institutional system, and the political landscape) have been addressed in their relationship to the design and execution of planning policies. that through global or sectoral plans, the creation of the Planning System or the control over key variables of public action - such as investment and the Budget of the Central Power* -, successive governments have employed in pursuit of greater efficiency and order of the Costa Rican State.
