Resumen
A través de la investigación se plantea dar respuesta a algunos cuestionamientos referentes a la articulación y efectividad de la gestión de las entidades públicas en la atención de la violencia infantil. El objetivo es analizar la gestión de las instituciones públicas seleccionadas del distrito La Cruz, para proponer aspectos de mejora en el actuar interinstitucional.
Se describen elementos teóricos como la niñez, adolescencia, definición, tipos, causas y consecuencias de la violencia infantil, además un breve repaso sobre conceptos de nueva gerencia pública y gobernanza. Es una investigación de tipo descriptiva y explicativa, con enfoque cualitativo principalmente, se utilizan fuentes secundarias y primaria en la que se analizaron actores claves e institucionales, la entrevista como instrumento.
El contexto social está marcado por problemas como droga, desempleo y estancamiento económico. La violencia infantil se manifiesta en los tipos de violencia: física, negligencia, psicológica y sexual. La construcción de una pirámide del derecho de la niñez y la descripción crítica de la gestión interinstitucional dan una visión sobre lo que determina la legislación que debe hacerse en materia de protección a la niñez.
Se logra un autoanálisis de la gestión realizada por las instituciones con oportunidades de mejora a nivel de protocolos, capacitaciones, articulación, además del aporte de la sociedad civil al análisis de la gestión de las entidades públicas.
La violencia infantil se considera subproducto de condiciones económicas y sociales del distrito. Es necesario un trabajo interinstitucional fuerte como el marco regulatorio lo demanda, aunque existen fuertes limitantes a nivel de presupuesto y personal.
This research, answer questions regarding to the articulation and effectiveness of the management of public entities in addressing child violence. The objective is to analyze the management of selected public institutions in La Cruz, Guanacaste to propose improvements for inter-institutional actions. Theoretical elements such as childhood, adolescence, definition, types, causes and consequences of childhood violence were described, as well as a brief review of concepts of new public management and governance. As a descriptive and explanatory research, with a qualitative approach. Also, secondary and primary sources are used with the purpose to analyze social and institutional actors, through an interview. The social context is marked by problems such as drugs, unemployment and economic stagnation. Childhood violence manifests itself in the types of violence: physical, neglect, psychological and sexual. The construction of a pyramid of children's rights and the critical description of inter-institutional management gives a vision of what determines the legislation that should be made regarding the protection of children. A self-critical analysis of the management carried out by the institutions is achieved with opportunities for improvement at the level of protocols, training, articulation, in addition to the contribution of civil society to the analysis of the management of public entities. Childhood violence is considered a by-product of the economic and social conditions of the district. Strongst inter-institutional work is necessary as the regulatory framework demands, despite significant limitations in budget and personnel.
