Este diagnóstico surge de las conclusiones que se tomaron en el primer Seminario de investigación de la Universidad Nacional y del acuerdo dado por el Consejo de Investigaciones de la Facultad de
Ciencias Sociales. La elaboración del mismo quedó en principio en manos de una comisión que se nombró con miembros del Consejo de Investigaciones de la Facultad. Dificultades en la obtención
de la información, de tiempo, etc. obligó a que la tarea pasara enteramente, a la Dirección de la UCID quién es la que presenta el diagnóstico
This diagnosis arises from the conclusions reached at the first Research Seminar of the National University and from the agreement given by the Research Council of the Faculty of Social Sciences. The preparation of the same was initially left in the hands of a commission that was appointed with members of the Research Council of the Faculty. Difficulties in obtaining information, time, etc. forced the task to be passed entirely to the Directorate of the UCID, who is the one who presents the diagnosis.
