La investigación se enfoca en conocer sobre la prefactibilidad de desarrollar e
implementar la idea de proyecto de la Asociación de Productores Acuícolas del Sur (APAS)
de modo que se determine la viabilidad y factibilidad del mismo, la cual consiste en la
producción y procesamiento del pez Catfish para obtener y comercializar dicho pescado en
presentaciones de filete y entero, así como la producción y venta de alevines de este mismo
tipo de pez, para de esta forma contribuir al desarrollo acuícola del cantón de Pérez Zeledón.
El análisis de prefactibilidad del proyecto por parte de APAS, se realiza mediante una
serie de estudios los cuales permiten determinar su viabilidad, estos estudios involucran: de
mercado, técnico, legal, ambiental, organizacional y financiero del proyecto, los cuales
brindan información cualitativa y cuantitativa que ayuden el proceso de toma de decisión de
inversión.
En lo que respecta a la metodología de la investigación del proyecto según sus
características, es de tipo cuantitativa y según su alcance es de tipo descriptiva. Las
poblaciones estudiadas comprenden: los gerentes de puntos de venta de carne de pescado y de
establecimientos de alimentos preparados, los proveedores, y los consumidores finales.
Como parte del estudio de mercado se confeccionaron tres cuestionarios dirigidos a las
poblaciones de estudio, según los resultados obtenidos acerca de los gustos y preferencias de
los consumidores, se decide plantear como producto final para el proyecto una presentación
de pescado de Catfish empacado al vacío en 1 kg de las formas entero y en filete, además se
determinó que existe una alta demanda para la carne de pescado, sin embargo en la región, la
carne del pescado de tipo Catfish es poco conocido por los consumidores finales.
En cuanto al estudio técnico realizado, con la ayuda de un experto en la materia y
búsqueda de información, se establecen aspectos técnicos necesarios para ejecutar el proyecto
y su seguida operación. Se detallan aspectos técnicos por medio de dos fases, la primera
consiste en la fase de cultivo, donde se desarrollan aspectos para el cultivo del Catfish y la
segunda fase que consiste propiamente en el procesamiento del pescado para obtener el
producto final. De esta manera para cada una de las fases se define la infraestructura, sus
costos, la ingeniería del proyecto, procesos productivos mediante diagramas de flujo,
estimación de la producción y estimación de los costos de producción.

Con el estudio organizacional se logró identificar que APAS como asociación cuenta con
estructura definida, sin embargo se realizó el planteamiento de la estructura organizativa para
la operación del proyecto así como el perfil de los puestos.
En el estudio legal se verifica que está legalmente inscrita en dicha forma de agrupación,
y a partir de ahí, se analiza sobre las regulaciones que debe acatar para el adecuado
funcionamiento del proyecto, tanto desde el punto de vista comercial como patronal, así
como las patentes y permisos necesarios para realizar el proyecto.
Por medio del estudio ambiental se logra identificar aspectos ambientales asociados y
determinar acciones de mitigación y control sobre los posibles efectos negativos que tendrá el
proyecto sobre el medio ambiente.
En el estudio financiero se integra la información obtenida, los flujos proyectados tienen
un horizonte de 10 años con 3 escenarios propuestos, aplicando a la evaluación financiera los
criterios de evaluación comúnmente utilizados Tasa Interna de Retorno, Valor Actual Neto,
Índice de Deseabilidad y una tasa de actualización con lo que se determina que el proyecto es
viable con el escenario 3 bajo las siguientes condiciones: adquisición de la materia prima a un
costo de ₡1.750, así mismo eliminar costos de mano de obra para el abastecimiento de la
materia prima, y por último en lo que respecta a mano de obra en la fase de cultivo, debido a
que es un costo muy elevado en relación a costos de fabricación, donde los resultados indican
mayores ganancias, el VAN es de ₡ 11.434.742, la TIR 22% , y el I/D es de 2,07; además,
otra ventaja con esta parte del financiamiento, consiste en que la carga financiera se
distribuye durante los años del proyecto, con lo que aumenta, la factibilidad del mismo. The research focuses on knowing about the pre-feasibility of developing and
implement the project idea of the Association of Aquaculture Producers of the South (APAS)
so as to determine its feasibility and viability, which consists of the
production and processing of the Catfish to obtain and market such fish in
presentations of fillet and whole, as well as the production and sale of fry from this
type of fish, in order to contribute to the aquaculture development of the canton of Pérez Zeledón.
The pre-feasibility analysis of the project by APAS is carried out through a
series of studies which allow to determine its viability, these studies involve: of
market, technical, legal, environmental, organizational and financial aspects of the project, which
provide qualitative and quantitative information to help the decision-making process of
investment.
Regarding the methodology of the project research according to its
characteristics, it is of a quantitative type and according to its scope it is of a descriptive type. The
populations studied include: managers of fish and meat outlets
prepared food establishments, suppliers, and end consumers.
As part of the market study, three questionnaires were designed for
study populations, according to the results obtained about the tastes and preferences of
consumers, it is decided to propose as a final product for the project a presentation
of Catfish vacuum-packed in 1 kg of the whole and fillet forms, in addition
determined that there is a high demand for fish meat, however in the region, the
Catfish meat is little known by the final consumers.
As for the technical study carried out, with the help of an expert in the field and
search of information, technical aspects necessary to execute the project are established
and its subsequent operation. Technical aspects are detailed by means of two phases, the first
consists of the culture phase, where aspects for the culture of the Catfish and the
second phase which consists of the actual processing of the fish to obtain the

With the organizational study it was possible to identify that APAS as an association has
defined structure, however, the approach of the organizational structure was made to
the operation of the project as well as the profile of the positions.
The legal study verifies that it is legally registered in this form of grouping,
and from there, it is analyzed on the regulations that it must obey for the adequate
operation of the project, both from a commercial and an employer's point of view, as well
as well as the patents and permits necessary to carry out the project.
By means of the environmental study it is possible to identify associated environmental aspects and
determine mitigation and control actions on the possible negative effects that the
project on the environment.
The financial study integrates the information obtained, the projected flows have
a 10-year horizon with 3 proposed scenarios, applying to the financial evaluation the
commonly used evaluation criteria Internal Rate of Return, Net Present Value,
Desirability Index and an update rate which determines that the project is
viable with scenario 3 under the following conditions: acquisition of the raw material from a
