Ítem Análisis de las contribuciones socioeconómicas del Parque Nacional Rincón de la Vieja "conservación con alma de volcán" Sitio Patrimonio Natural de la Humanidad UNESCO 2009.(Universidad Nacional, Costa Rica, 2010-07) Salas Pinel, Fiorella; Moreno Díaz, Mary Luz; González Brenes, Silvia; Mora Salas, Carlos EnriqueEl Proyecto Sistematización y Análisis de las Contribuciones de los Parques Nacionales y Reservas Biológicas al Desarrollo Económico y Social en Costa Rica, Benín y Bután es ejecutado bajo el Programa de Cooperación Sur-Sur, financiado por el Reino de los Países Bajos y administrado por Fundecooperación. Este proyecto es liderado por el Centro Internacional de Política para el Desarrollo Sostenible (CINPE) de la Universidad Nacional (UNA) de Costa Rica, que realiza la coordinación general. La contraparte en Benín es el Centre Béninois pour l'Environnement et le Développement Economique et Social (CEBEDES). Mientras en Bután es la División de Conservación de la Naturaleza del Ministerio de Agricultura y Bosques del Real Gobierno de Bután. El objetivo general del Proyecto es sistematizar y analizar la contribución socioeconómica –descentralizada y centralizada- de los parques nacionales y reservas biológicas al desarrollo económico y social de Costa Rica, Bután y Benín y hacer recomendaciones de política de gestión para apoyar a los hacedores de política en el manejo de los parques nacionales y reservas biológicas. El Parque Nacional Rincón de la Vieja (PNRV), que forma parte del Área de Conservación Guanacaste (ACG, Sitio de Patrimonio Natural de la Humanidad UNESCO), es uno de los 3 estudios de caso analizados en Costa Rica. Mismo que fue seleccionado por un grupo de expertos por cumplir con diversos criterios que lo sitúan como un Área Silvestre Protegida prioritaria en términos de recursos hídricos, diversidad de paisajes, ecosistemas y especies. Investigación, potencial para la generación energética, generación de servicios ambientales, y pertinencia nacional e internacional, entre otros. La metodología empleada en el estudio combina el análisis de clúster con una dinámica de cadena de valor agregado. Donde el PNRV constituye la base material que sustenta la existencia y reproducción de diversas actividades socioeconómicas, que dependen directa e indirectamente de su conservación. Estas actividades reportan contribuciones cualitativas y cuantitativas para diversos actores sociales en los ámbitos local, regional, nacional e internacional. En un esfuerzo por traducir estas contribuciones en términos monetarios, la búsqueda, sistematización y análisis de información primaria y secundaria permite aproximar una estimación de los aportes del PNRV para el año 2009. A este respecto, la contribución global del Parque Nacional Rincón de la Vieja asciende aproximadamente a 12.8 mil millones de colones (US$ 23.010.302). Lo que implica alrededor de 282 millones de colones (US$ 507.810) en el ámbito local. Mientras, el ámbito regional reporta un monto cercano a los 2.3 mil millones de colones (US$ 4.169.121), la escala nacional 2.3 mil millones de colones (US$4.258.638), y 7.8 mil millones de colones (US$ 14.074.733) en la esfera internacional.Ítem Analysis of the contributions of National Parks and Biological Reserves to the socioeconomic development of Costa Rica, 2009.(Universidad Nacional, Costa Rica, 2010-07) Moreno Díaz, Mary Luz; Otoya Chavarría, Marco; Salas Pinel, Fiorella; González Brenes, Silvia; Cordero Rodríguez, Daniela; Mora Salas, Carlos EnriqueCosta Rica has a quarter of its territory protected, of which 12.7% corresponds to the category of national parks and biological reserves. These protected areas-a total of 28 national parks and biological reserves in- provide the country benefits not only ecological but also economic, social and institutional ones, which are reflected in activities such as tourism, protection of water resources for hydroelectric energy, environmental services, and scientific research, among others. In 2002, was found that the contributions generated by the existence of national parks and biological reserves to socio-economic development in Costa Rica was ¢ 334 128 million (US$832 million). We also obtained the datum for the national parks of Chirripó (¢243 million, US$618 million), Cahuita (¢1.977 million, US$4.9 million) and Poas Volcano (¢9.345 million, US$23.4 million) (Furst et al, 2005). With the urge of updating the data obtained for 2002 was proposed the project Systematization and Analysis of the Contributions of National Parks and Biological Reserves to the Economic and Social Development in Costa Rica, Benin and Bután1 , which also sought to replicate the methodology in two other countries and work with other case studies in Costa Rica, as well as to propose policy recommendations to support to decision makers in the management of national parks and biological reserves in the three countries. The information found at the national level and empirically aggregated on the main activities or contributions identified in this study shows that economic activities that were benefited from the existence of the PNRB for 2009 were: (1) tourism aimed primarily at nature with its related services, (2) generation of electricity through the usage of water coming from the PNRB for hydroelectric projects, (3) generation of employment and salaries, (4) incomes from MINAE in the quality of tickets collected, (5) conservation of protected wildlife areas from MINAE-SINAC in the form of fixed costs and investments in the administration and maintenance of the PNRB (6) purchase of lands for the expansion of existing PNRB or the establishment of new ones, (7) payment for environmental services (PSA) aimed at protected areas for their conservation and maintenance, and finally (8), research on biodiversity and, corresponding to this, generation of profits in the quality of bioprospection and basic research. In an effort to interpret these contributions in monetary terms, the search, systematization and analysis of primary and secondary information allows making an estimate of the contributions of PNRB for 2009. This year the total sum of the approximate contributions of the activities mentioned in the previous paragraph was ¢778.148 million colones or $1.357 million dollars (in prices of 2009). This amount represents a contribution to the economic development of undeniable importance, but it should be seen as the lower limit of a much higher amount, in case of having a more solid statistical basis, and include the actual amount of the environmental services attributable to PNRB. Always considering the restriction noted, the estimated total of contributions to the national economy in the quality of income generation and investment attributable to PNRB, is about 5 percent of GDP in Costa Rica in 2009 (own calculation based on the National Accounts of BCCR for 2009). In the framework of this Project, was also worked with three case studies, with the following results: Corcovado National Park-Caño Island Biological Reserve in 2008 ₡48.197 million colones or $91.590 thousand dollars (Otoya, M. et al 2010); Rincón de la Vieja National Park in 2009 ₡12.770 million colones or $23.010 thousand dollars (Salas, F. et al 2010); and Palo Verde National Park in 2009 ₡1.106 million colones or $1.936 thousand dollars (Moreno, M. et al 2010).Ítem Analysis of the Socio-economic Contributions of Rincon de la Vieja national park “Conservation with Soul of Volcano” World Natural Heritage Site UNESCO 2009(Universidad Nacional, Costa Rica, 2001-07) Salas Pinel, Fiorella; Moreno Díaz, Mary Luz; González Brenes, Silvia; Mora Salas, Carlos EnriqueThe Project Systematization and Analysis of the Contributions of National Parks and Biological Reserves to the Economic and Social Development in Costa Rica, Benin and Bhutan is executed under the Program of South-South Cooperation, financed by the Kingdom of the Netherlands and administrated by Fundecooperacion. This project is led by the International Centre for Sustainable Development of Policy (CINPE) of the Universidad Nacional (UNA) of Costa Rica, which performs the general coordination. The counterpart in Benin is the Centre pour l'Environnement Béninois et le Développement Economique et Social (CEBEDES). While in Bhutan is the Division of Nature Conservation of the Ministry of Agriculture and Forests of the Royal Government of Bhutan. The project's general objective is to systematize and analyze the socio-economic contribution –centralized and decentralized- "of national parks and biological reserves to the economic and social development of Costa Rica, Bhutan and Benin and make policy recommendations of management to support policy makers in the management of national parks and biological reserves. Rincon de la Vieja National Park (PNRV), which is part of the Guanacaste Conservation Area (ACG, Site of World Natural Heritage UNESCO), is one of the three case studies analyzed in Costa Rica. The same one that was selected by a group of experts to meet various criteria, which place it as a Protected Wildlife Area of priority in terms of water resources, diversity of landscapes, ecosystems and species, research, potential for energy generation, generation of environmental services, and national and international relevance, among others. The methodology used in the study combines cluster analysis with a dynamics of added value chain. Where PNRV constitutes the material basis that underpins the existence and reproduction of diverse socio-economic activities that depend directly and indirectly on their preservation. These activities report qualitative and quantitative contributions to various social actors at local, regional, national and international levels. In an effort to translate these contributions in monetary terms, the search, systematization and analysis of primary and secondary information allows an approximate estimation of the contributions of PNRV for 2009. In this regard, the overall contribution of Rincon de la Vieja National Park is approximately 12.8 billion colones (US$ 23,010,302). This implies about 282 million colones (US$ 507,810) at the local level. Meanwhile, the regional level reports an amount close to 2.3 billion colones (US$ 4,169,121), the national level of 2.3 billion colones (US$ 4,258,638), and 7.8 billion colones (US$ 14,074,733 ) at international level.Ítem Analysis of the Socio-economic Contributions of Palo Verde national park “A nest for Research and Education” 2009(Universidad Nacional, Costa Rica, 2010-07) Moreno Díaz, Mary Luz; González Brenes, Silvia; Mora Salas, CarlosThe Project „‟Systematization and Analysis of the Contributions of National Parks and Biological Reserves to the Economic and Social Development in Costa Rica, Benin and Bhutan’’ was developed by CINPE and executed under the Program of South-South Cooperation (financed by the Kingdom of the Netherlands and administrated by Fundecooperación), from which this case study is integral part. This project was developed in three countries and it was led by the International Centre for Policy for Sustainable Development (CINPE) of the Universidad Nacional (UNA) of Costa Rica. The counterpart in Benin is the Centre Béninois pour l'Environnement et le Développement Economique et Social (CEBEDES). While in Bhutan is the Division of Nature Conservation of the Ministry of Agriculture and Forests of the Royal Government of Bhutan. The project's general objective is to systematize and analyze the socio-economic contribution – decentralized and centralized - "of national parks and biological reserves to the economic and social development of Costa Rica, Bhutan and Benin and make policy recommendations of management to support policy makers in the management of national parks and biological reserves. Palo Verde National Park (PNPV), declared wetland of international significance in 1991 (ramsar site), it is one of the three case studies analyzed in Costa Rica. This one was selected by a group of experts to accomplish several criteria, which place it as a Protected Wildlife Area, important for the protection of unique ecosystems and diversity of landscapes. This PN is also distinguished by research and education generated on it. A great number of scientists, academicians, and students come to Costa Rica in order to visit the park. The methodology used in the study combines the cluster analysis with a dynamics of added value chain, where PNPV constitutes the material basis that underpins the existence and reproduction of diverse socio-economic activities that depend directly and indirectly on their preservation. These activities report qualitative and quantitative contributions to various social actors at local, regional, national and international levels. In an effort to become these contributions in monetary terms, the search, systematization and analysis of primary and secondary information allows an approximate estimation of the contributions of PNRV for 2009. In this regard, the global contribution of this area amounts approximately to ¢1.106.217.230 (US$1.936.446.4). From this total, around 29,53% remains at local level, 1,58% at regional level, 61,41% at national level and 7, 48% at international level.
