Normas y procedimientos en la red de distribución del área del almacenamiento y distribución de la CCSS del periodo : 2003-2004

Resumen
El siguiente trabajo presenta un análisis de las normas y procedimientos en la red de distribución de medicamentos y las consecuencias por las pérdidas económicas en las bodegas e medicamentos varios e inyectables y en la Sub Área de Distribución, del Área de Almacenamiento y Distribución, de la Caja Costarricense de Seguro Social, para los años entre 2003 y 2004. El trabajo está constituido de la siguiente manera: una primera parte muestra aspectos normativos de cualquier investigación tales como; metodología, descripción del problema, justificación, objetivos, historia de la institución así como el marco teórico de la investigación. Una segunda sección relaciona análisis e interpretación de la información. El análisis, se realizo desde dos fuentes de información: las actas de destrucción y el cuestionario aplicado a los funcionarios del ALDI. Para la primera parte, la relacionada con las actas de destrucción se utilizó el software Estadístico SPSS, y la herramienta de cluster no jerárquico, donde las variables de análisis fueron el deterioro, el vencimiento y el precio. Esta herramienta su función primordial es clasificar por variable e indicadores para identificar aquellos con un precio relevante, como por ejemplo el medicamento diclofenaco y las dextrosas de 500 ml y 1000 ml, en la variable de vencimiento. En la segunda parte se realiza el análisis del cuestionario aplicado a los funcionarios. Con la tabulación de los datos podemos reafirmar que no existen protocolos, manuales de normas y procedimientos para la manipulación de los diferentes insumos, por eso se visualiza queexiste mal manejo en la rotación del inventario. Consideramos que esta investigación es de impacto económico para la seguridad social, en vista de que la CCSS es la encargada de brindar por la Salud Pública, las perdidas económicas se dan por una mala administración de los recursos por falta de normas y procedimientos en el Almacenamiento y distribución de los medicamentos, por ello planteamos las siguientes recomendaciones para que sirvan de herramienta en procura de minimizar costos. Mejorar el control Interno, asignar por escrito la autoridad y la responsabilidad de los funcionarios, capacitar al personal involucrado en el área de almacenamiento y distribución, a fin de fortalecer el conocimiento en el manejo de la rotación de Inventario.
The following paper presents an analysis of the rules and procedures in the drug distribution network and the consequences of economic losses in the warehouses of various and injectable drugs and in the Distribution Sub-Area of the Storage and Distribution Area of the Costa Rican Social Security Fund, for the years between 2003 and 2004. The paper is structured as follows: a first part shows normative aspects of any investigation such as; methodology, description of the problem, justification, objectives, history of the institution as well as the theoretical framework of the research. A second section relates analysis and interpretation of the information. The analysis was carried out from two sources of information: the destruction records and the questionnaire applied to ALDI officials. For the first part, the one related to the destruction records, the SPSS Statistical Software and the non-hierarchical cluster tool were used, where the analysis variables were deterioration, expiration and price. This tool's primary function is to classify by variable and indicators to identify those with a relevant price, such as for example the drug diclofenac and the 500 ml and 1000 ml dextrose, in the expiration variable. In the second part, the analysis of the questionnaire applied to the officials is carried out. With the tabulation of the data we can reaffirm that there are no protocols, manuals of norms and procedures for the handling of the different inputs, which is why it is seen that there is poor management in the rotation of the inventory. We consider that this research has an economic impact on social security, since the CCSS is in charge of providing for Public Health, the economic losses are due to poor management of resources due to lack of norms and procedures in the storage and distribution of medicines, therefore we propose the following recommendations to serve as a tool in order to minimize costs. Improve internal control, assign in writing the authority and responsibility of officials, train personnel involved in the storage and distribution area, in order to strengthen knowledge in the management of inventory rotation.
