Resumen
La realización de una investigación sobre la política exterior de determinada Administración, constituye un aporte más para el estudio de la realidad política internacional de una nación. Ella puede proporcionar criterios para valorar el avance o retroceso en el desarrollo de la complejidad de las relaciones internacionales del Estado en cuestión.
La presente investigación tiene un carácter exploratorio y su objetivo principal es determinar cuáles fueron las áreas más importantes que ocuparon la atención de los ejecutores de las relaciones internacionales de Costa Rica en el período 1982-1986.
Cabe destacar que el contenido de éste estudio, es el resultado final de un proceso de investigación que comenzó con la observación detenida de los acontecimientos de política exterior, el análisis de discursos, proclamas y comunicados oficiales con elementos que reflejaron las posiciones que a nivel internacional fue tomando el Gobierno costarricense sujeto a estudio. Así como el intercambio permanente de conceptos y opiniones con analistas de esta problemática y la reflexión permanente sobre nuestras observaciones.
A partir de esos materiales, vistos e interpretados a la luz de los textos consultados, se procedió a la clasificación de los hechos de política exterior por áreas afines, lo que dio por resultados dos grandes grupos.
Este procedimiento permitió identificar dos coyunturas principales que fueron generadoras de política exterior, las cuales orientaron el actuar internacional del país. Tales coyunturas fueron: fue la crisis económica y social de Costa Rica, a la que tuvo que hacer frente esta Administración. Y la otra coyuntura generadora, fue la crisis política centroamericana.
Cada una de ellas generó objetivos concretos de política exterior.
A este respecto, los objetivos de política exterior fueron clasificados en tres grupos principales: Objetivos permanentes, objetivos tradicionales y objetivos concretos de política exterior. Se espera que este modelo sea aplicable en las investigaciones que sobre temas similares se realicen en el futuro.
Research on the foreign policy of a given administration is one more contribution to the study of the international political reality of a nation. It can provide criteria to assess the progress or setback in the development of the complexity of the international relations of the State in question. The present research has an exploratory character and its main objective is to determine which were the most important areas that occupied the attention of the executors of Costa Rica's international relations in the period 1982-1986. It should be noted that the content of this study is the final result of a research process that began with the careful observation of foreign policy events, the analysis of speeches, proclamations and official communiqués with elements that reflected the international positions taken by the Costa Rican government under study. As well as the permanent exchange of concepts and opinions with analysts of this problem and the permanent reflection on our observations. Based on these materials, viewed and interpreted in the light of the texts consulted, we proceeded to classify the foreign policy events by related areas, which resulted in two large groups. This procedure made it possible to identify two main situations that generated foreign policy, which guided the country's international actions. These were: the economic and social crisis in Costa Rica, which this Administration had to face. And the other generating situation was the Central American political crisis. Each of them generated specific foreign policy objectives. In this regard, foreign policy objectives were classified into three main groups: permanent objectives, traditional objectives and specific foreign policy objectives. It is hoped that this model will be applicable in future research on similar topics.
