Educación costarricense: 8% del PIB (Evaluación de las posibilidades financieras de cumplir con el mandato constitucional)

Resumen
Esta investigación aborda el tema de financiamiento de la educación pública costarricense con los recursos equivalentes al 8% del Producto Interno Bruto a partir del 2014, lo anterior luego de una reforma al artículo 78 de la Constitución Política surgida en el año 2011. Los resultados obtenidos permiten determinar que con la estructura fiscal que posee Costa Rica actualmente y el comportamiento de los ingresos y egresos del Gobierno Central en el período estudiado, no es posible cumplir con el mandato constitucional de otorgar el 8% del PIB a la educación pública, a menos se recurra a endeudamiento o una asignación escalonada. Esta investigación viene a llenar un vacío existente, debido a que se carece de estudios a las finanzas públicas para conocer la viabilidad y costo de cumplir con el mandato constitucional.
This research is about the issue of financing the public education of Costa Rica with the resources that equals the 8% of Gross Domestic Product beginning from 2014, this happens after a modification to article 78 of the Constitution of Costa Rica in 2011. The conclusions obtained determines that with the actual fiscal frame and behavior of incomes and outcomes of the Central Government during the studied period it is not possible to accomplish the goal written on article 78 of the Constitution of Costa Rica, unless the country uses more debt or tries to increase the resources to public education by intervals. This research is important due to missing studies and researches about public finances concerning the cost and viability of the constitutional reform.
