Resumen
Puerto Caldera, ubicado en Puntarenas, Costa Rica, es uno de los puertos más importantes
de Centro América, a través de él se trasegaron S.6 millones de toneladas métricas de carga
de diferentes categorías durante el periodo 1998 — 2002. Durante el trasiego de carga y
descarga de mercancías peligrosas en el puerto se han producido emergencias, lo que ha
dado lugar a la necesidad de valorar los procesos de carga / descarga y almacenamiento de
las mercancías con la finalidad de introducir los cambios que correspondan.
En atención a lo anterior se evaluaron los aspectos más importantes en cuanto al
cumplimiento de las normas nacionales e internacionales para el trasiego de mercancías
peligrosas en puertos, en lo referente a:
— clasïficación de las mercancías peligrosas y sus riesgos.
— principios sobre etiquetado y rotulado de las mercancías peligrosas,
— embalajes y envases para mercancias peligrosas.
— listados de mercancías peligrosas.
— estiba y segregación de mercancías peligrosas.
— manipulación de mercancías peligrosas en el puerto,
— transporte de mercancías peligrosas por vía terrestre.
— plan y procedimientos de emergencias para mercancías peligrosas.
Puerto Caldera, located in Puntarenas, Costa Rica, is one of the most important ports in Central America, through which S.6 million metric tons of cargo of different categories were transferred during the period 1998-2002. During the transfer of loading and unloading of dangerous goods in the port there have been emergencies, which has given rise to the need to assess the processes of loading / unloading and storage of goods in order to introduce the corresponding changes. In view of the foregoing, the most important aspects regarding compliance with national and international regulations for the transfer of dangerous goods in ports were evaluated, with regard to: — Classification of dangerous goods and their risks. — principles on labeling and labeling of dangerous goods, — packaging and containers for dangerous goods. — Lists of dangerous goods. — stowage and segregation of dangerous goods. — handling of dangerous goods in the port, — transport of dangerous goods by land. — emergency plan and procedures for dangerous goods.
