Resumen
Seguridad ha sido, por muchos años, un concepto clave en el campo de las relaciones internacionales. Ello en virtud de que el mismo ha
estado vinculado a la sobrevivencia del Estado-nación. La historia del
concepto de seguridad está asociada al nacimiento del orden westfaliano, en virtud de que la preservación de la soberanía e integridad territorial llegaron a constituirse en los dos pilares más importantes de la seguridad del Estado. Es así como la seguridad tradicional ha estado basada en el concepto del Estado soberano, el cuál nace en Europa durante el siglo XVII como un resultado de la finalización de la guerra de 30 años (1648) que da origen al sistema moderno de Estados.
Seguridad debe ser entendida considerando su contraparte inseguridad. Esta última se produce fundamentalmente cuando un asunto o
tema se constituye en una amenaza existencial para un objeto de referencia designado. El objeto de referencia es lo que debe ser protegido, en relaciones internacionales tradicionalmente ha sido el Estado. Así, la especial naturaleza de las amenazas y la necesidad de sobrevivencia del objeto de referencia, explica la necesidad de tomar medidas extraordinarias para hacer frente a la amenaza.
Security has been, for many years, a key concept in the field of international relations. This is due to the fact that it has state linked to the survival of the nation-state. The history of The concept of security is associated with the birth of the Westphalian order, by virtue of the fact that the preservation of sovereignty and territorial integrity came to constitute the two most important pillars of State security. This is how traditional security has been based on the concept of the sovereign State, which was born in Europe during the seventeenth century as a result of the end of the 30-year war (1648) that gave rise to the modern system of States. Security must be understood considering its insecurity counterpart. The latter occurs mainly when an issue or subject becomes an existential threat to a designated reference object. The object of reference is what must be protected, in international relations it has traditionally been the State. Thus, the special nature of the threats and the need for survival of the reference object, explains the need to take extraordinary measures to face the threat.
