Resumen
A muchos observadores costarricenses y de otras nacionalidades le llama poderosamente la atención la existencia de una escuela universitaria con un sugerente nombre de Escuela de Planificación y Promoción Social (EPPS)y posiblemente su existencia se presta para múltiples especulaciones con respecto a su quehacer. Se tratará de mostrar las funciones básicas, su reseña histórica y se presenta una propuesta sobre lo que es y lo que podría ser esta unidad. La Escuela de Planificación y Promoción Social nace al calor de la propuesta de Universidad Necesaria en donde se sostienen que la misión permanente y mas alta de la Universidad en Costa Rica, es poner el avance de la ciencia y de la técnica al servicio de la capacidad nacional de promover el desarrollo con base en el concurso democráticamente logrado, el progreso social general y el perfeccionamiento de las instituciones democráticas.
Many Costa Ricans and people of other nationalities are strongly drawn to the existence of a university school with the suggestive name of School of Planning and Social Promotion (EPPS), and its existence possibly lends itself to multiple speculations regarding its activities. The aim is to show the basic functions, its historical overview, and to present a proposal about what this unit is and what it could be. The School of Planning and Social Promotion arises from the proposal of a Necessary University, which holds that the permanent and highest mission of the University in Costa Rica is to place the advancement of science and technique at the service of the national capacity to promote development based on democratically achieved consensus, general social progress, and the perfection of democratic institutions.
