Resumen
El presente trabajo muestra el análisis realizado a un modelo de catastro municipal aplicado a la zona urbana del distrito primero del cantón Vázquez de Coronado. Este análisis tuvo como objetivo principal determinar la validez de la información recavada durante la formación del catastro municipal bajo este modelo y su grado de efectividad en el cumplimiento y satisfacción de las necesidades municipales. Para la implementación del modelo, la municipalidad especificó una serie de requerimientos que condujeron al planteamiento de una propuesta técnica por parte de la Universidad de Costa Rica (UCR) por medio del Centro de Investigación y Capacitación en Administración Pública, CICAP, coordinado con la escuela de Topografía, de la Facultad de Ingeniería de dicha universidad. Este trabajo basó su análisis en una muestra de la información obtenida por el modelo la cual se sometió a estudios de gabinete y verificación de campo, con el objetivo de obtener resultados que permitieran sustentar las debidas observaciones, conclusiones y recomendaciones. Como referencia se tiene que el objetivo principal del modelo fue la actualización de la base de datos municipal existente y crear una base de datos espacial, para posteriormente implementarlas en un Sistema de Información Geográfico (SIG). El modelo de catastro municipal sometido a estudio, contempló cinco procesos para organizar y tratar la información, estos procesos se clasificaron en: XIX a Creación Mapa de Referencia Municipal. a Conciliación catastral y construcción del Mapa Catastral Municipal. a Recopilación de datos de campo (censo catastral) a Revisión, contraste, digitación de la información y Mapa Catastral Municipal (definitivo) a Implementación de los datos en un SIG. Cada proceso fue analizado por separado, verificando y comprobando la veracidad de la información obtenida al aplicar el modelo con respecto a la realidad del entorno en el cual se desarrollaron las actividades. Como se indicó anteriormente este trabajo consistió en realizar estudios de oficina y campo para la verificación de la información contenida tanto, en los expedientes físicos de predios como en la base de datos municipal (gráfica y literal). Como herramienta de trabajo para realizar el análisis se confeccionaron matrices de toma de datos, cuya información consignada en ellas sirvió para la formulación de las conclusiones y recomendaciones finales. Con base a este planteamiento y apoyándose en el resultado obtenido en la evaluación realizada por el presente trabajo se detectaron algunas inconsistencias menores en el planteamiento de los procesos de conciliación y censo catastral. No obstante, el presente análisis no pretende desvirtuar la metodología planteada por el modelo, sino más bien recomendar una serie de mejoras, cuya finalidad es la de corregir debilidades detectadas en estos procesos y reforzar, de tal forma, la metodología utilizada. Sin embargo, a nivel general la calidad del producto obtenido es aceptable en cuanto a la organización de la información y a las expectativas planteadas por la municipalidad.
The present work shows the analysis carried out on a municipal cadastre model applied to the urban area of the first district of the Vázquez de Coronado canton. The main objective of this analysis was to determine the validity of the information collected during the formation of the municipal cadastre under this model and its degree of effectiveness in meeting and satisfying municipal needs. For the implementation of the model, the municipality specified a series of requirements that led to the formulation of a technical proposal by the University of Costa Rica (UCR) through the Center for Research and Training in Public Administration, CICAP, coordinated with the school of Topography, of the Faculty of Engineering of said university. This work based its analysis on a sample of the information obtained by the model, which was submitted to cabinet studies and field verification, with the aim of obtaining results that would support the proper observations, conclusions, and recommendations. As a reference, the main objective of the model was to update the existing municipal database and create a spatial database, to later implement them in a Geographic Information System (GIS). The municipal cadastre model under study contemplated five processes to organize and treat the information, these processes were classified as: XIX a Municipal Reference Map Creation. a Cadastral reconciliation and construction of the Municipal Cadastral Map. a Compilation of field data (cadastral census) a Review, contrast, typing of the information and Municipal Cadastral Map (definitive) a Implementation of the data in a GIS. Each process was analyzed separately, verifying and verifying the veracity of the information obtained by applying the model with respect to the reality of the environment in which the activities were carried out. As previously indicated, this work consisted of carrying out office and field studies to verify the information contained both in the physical records of properties and in the municipal database (graphic and literal). As a work tool to carry out the analysis, data collection matrices were prepared, the information contained in them being used to formulate the final conclusions and recommendations. Based on this approach and relying on the result obtained in the evaluation carried out by the present work, some minor inconsistencies were detected in the approach of the conciliation and cadastral census processes. However, this analysis is not intended to distort the methodology proposed by the model, but rather to recommend a series of improvements, the purpose of which is to correct weaknesses detected in these processes and thus reinforce the methodology used. However, at a general level, the quality of the product obtained is acceptable in terms of the organization of the information and the expectations raised by the municipality.
