Resumen
El objeto de la presente investigación es el análisis de la
Inversión Extranjera Directa en Costa Rica en el período de gobierno del Licenciado Daniel Oduber Quirós : 1974-1978 para así poder determinar el origen de la inversión, hacia a donde fue dirigida la misma, el monto, y dilucidar si existen regulaciones legales que las controlen y, finalmente, arribar a algunas recomendaciones y conclusiones sobre si la Inversión Extranjera Directa y su trata miento en este período coadyuvó o no al desarrollo económico del país.
En el periodo 1974-1978 hace crisis el problema del alza en el precio de los energéticos y Costa Rica como país dependiente de esta materia se vio afectada.
Costa Rica, por ser un país agroexportador, subdesarrollado, dependiente, ca- rente de riquezas petroleras explotables comercialmente, unido a la carencia de capitales nacionales por falta de ahorro interno, hace que sea afectada por la crisis a nivel internacional, lo cual conlleva la necesidad de atraer capital foráneo al país, lo cual se manifiesta en el propio programa de gobierno del Licenciado Oduber, en donde dice : Impulsar un proceso de desarrollo eco- nómico como el que requiere Costa Rica, plantea necesidades de capital de in- ahorro interno. es esencial obtener capital en el extranjero en cantidad y condiciones adecuadas a nuestras necesidades.
Hechas estas observaciones sobre el objeto en estudio, haremos referencia específica a la Metodología que utilizaremos en el transcurso del trabajo, como Fuentes Primarias: periódicos de la época, Boletines, Oficiales, expedientes, Actas de la Asamblea Legislativa, Discursos presidenciales y diversas tesis. Como Fuentes Secundarias: el análisis de libros, folletos, revistas y leyes referentes a la Inversión Extranjera.
Se utilizó igualmente información estadística de Balanza de Pagos, índices, como los del Banco Central de Costa Rica, con el objeto de realizar el ensayo teórico-conceptual sobre el objeto de estudio.

In the period 1974-1978, the problem of rising energy prices became a crisis and Costa Rica, as a country dependent on this commodity, was affected. Costa Rica, being an agro-exporting, underdeveloped, dependent country, lacking commercially exploitable oil wealth, together with the lack of national capital due to the lack of internal savings, was affected by the international crisis, which led to the need to attract foreign capital to the country, as stated in Mr. Oduber's own government program, where he says: “To promote a process of economic development such as the one required by Costa Rica, requires internal capital and savings. For this reason, it is essential to obtain capital from abroad in It is essential to obtain capital abroad in quantity and conditions adequate to our needs. Having made these observations on the object under study, we will make specific reference to the Methodology we will use in the course of the work, as Primary Sources: newspapers of the time, Bulletins, Official Gazettes, files, Minutes of the Legislative Assembly, Presidential Speeches and various theses. As Secondary Sources: the analysis of books, pamphlets, magazines and laws related to Foreign Investment. Statistical information of the Balance of Payments, indexes, such as those of the Central Bank of Costa Rica, were also used in order to carry out the theoretical-conceptual essay on the object of study
