Resumen
El Instituto Costarricense de Electricidad, desde su fundación, se ha propuesto primero, ser una institución de carácter social, por lo que los usuarios o clientes representan su eje central respaldados por un personal competente y profesional, con tecnología de punta y en constante renovación, para brindar servicios que estén al alcance de todos los ciudadanos a precios cómodos (Plan de Inversiones 2004-2008: 4). Esta institución como participante activa dentro de la Industria de las telecomunicaciones, se encuentra inmersa en un ambiente de continuos cambios en el ámbito interno y externo, e influenciada por los distintos factores del entorno que dan las pautas en la orientación estratégica a seguir (Plan Estratégico 2003-2006: 1). Las telecomunicaciones se han convertido no solo en un objetivo de desarrollo en sí mismo, sino en uno de los impulsadores claves del desarrollo de cualquier país (Plan Estratégico 2003-2006: 1). La amplia revolución tecnológica que estamos viviendo provoca cambios radicales en la infraestructura y en los modelos de negocio existentes y, en consecuencia, en el desarrollo y operación de las empresas de telecomunicaciones, por lo que se espera, a partir de este nuevo modelo de la industria, un crecimiento exponencial del mercado, con una gran diversidad de servicios innovadores que modifican el concepto de las telecomunicaciones en todo el mundo (Plan Estratégico 2003-2006: 1).
The Costa Rican Institute of Electricity, since its foundation, has been proposed first, to be an institution of a social nature, so that users or clients represent its central axis, supported by a competent and professional staff, with state-of-the-art technology and in constant renovation, to provide services that are available to all citizens at affordable prices (Investment Plan 2004-2008: 4). This institution, as an active participant in the telecommunications industry, is immersed in an environment of continuous changes in the internal and external sphere, and influenced by the different factors of the environment that give the guidelines in the strategic orientation to be followed (Strategic Plan 2003-2006: 1). Telecommunications have become not only a development objective in itself, but also one of the key drivers of development in any country (Strategic Plan 2003-2006: 1). The broad technological revolution that we are experiencing causes radical changes in the infrastructure and in the existing business models and, consequently, in the development and operation of telecommunications companies, so it is expected, based on this new model of the industry, an exponential growth of the market, with a great diversity of innovative services that modify the concept of telecommunications throughout the world (Strategic Plan 2003-2006: 1).
