Participación de los actores locales e institucionales en la gestión de los residuos sólidos aprovechables de la comunidad de Metrópolis III del distrito Pavas, cantón San José, periodo 2014-2018

Resumen
Actualmente, las personas tienden a un alto consumo de productos para el
abastecimiento de sus necesidades. El problema es que estos productos son
gestionados de forma incorrecta, lo que ocasiona una serie de problemáticas en el
entorno, incluso en la salud. La comunidad Metrópolis III, del distrito Pavas, cantón
San José no se aleja de esta realidad, motivo por el que es necesario concretar
acciones dirigidas a esta población para solucionar el problema.
Una de las soluciones es integrar la planificación, la participación comunal y
recurrir a las instituciones públicas y privadas para gestionar de forma adecuada
los residuos sólidos aprovechables. Esto permitirá crear sinergias para la toma de
decisiones atinentes a la realidad de la comunidad. Por tal razón, la presente
investigación formula el proyecto denominado: Participación de los actores locales
e institucionales en la gestión de los residuos sólidos aprovechables de la
comunidad de Metrópolis III del distrito Pavas, cantón San José periodo 2014-2018.
En el estudio, se analiza la participación comunal en la gestión de los
residuos sólidos; además, las estrategias institucionales dentro del cantón San
José, así como de otros municipios líderes en la temática. Las técnicas utilizadas
en el proceso de investigación son: entrevistas a actores institucionales y
comunales, revisión bibliográfica y talleres realizados en la comunidad de
Metrópolis III, distrito Pavas.
Uno de los principales hallazgos se concentra en dos ejes: la participación y
organización comunal en la gestión de los residuos sólidos aprovechables para
generar sensibilización y cultura ambiental en Metrópolis III; luego de la articulación
entre el municipio San José y las instituciones correspondientes de resguardar el
ambiente.
Por tal razón, se plantea la Propuesta de Plan de gestión de los residuos
sólidos aprovechables en la comunidad de Metrópolis III, distrito Pavas. El propósito
fundamental es gestionar, desde la participación comunal e institucional, los
residuos generados en la comunidad para mejorar las condiciones ambientales a
las que se enfrenta.

The problem is that these products are managed incorrectly, which causes a series of problems in the environment, even in health. The Metropolis III community, of the Pavas district, canton San José is not far from this reality, which is why it is necessary to specify actions aimed at this population to solve the problem. One of the solutions is to integrate planning, community participation and turn to public and private institutions to properly manage usable solid waste. This will allow creating synergies for the taking of decisions related to the reality of the community. For this reason, the present research formulates the project called: Participation of local actors and institutional in the management of usable solid waste from the Metropolis III community of the Pavas district, San José canton, period 2014-2018. In the study, community participation in the management of Solid waste; Furthermore, the institutional strategies within the canton of San José, as well as other leading municipalities on the subject. The techniques used in the research process are: interviews with institutional actors and communities, bibliographic review and workshops held in the community of Metropolis III, Pavas district. One of the main findings focuses on two axes: participation and community organization in the management of usable solid waste for generate awareness and environmental culture in Metropolis III; after joint between the San José municipality and the corresponding institutions to protect the environment. For this reason, the Waste Management Plan Proposal is proposed solid usable in the community of Metropolis III, Pavas district. The purpose fundamental is to manage, from community and institutional participation, the waste generated in the community to improve environmental conditions the ones you face.
