Resumen
Este capítulo analiza la dirección en que se está moviendo Costa Rica en materia ambiental, el desempeño nacional en esta área y las respuestas de la institucionalidad pública ante los retos que tiene el país en este campo. Para ello, toma como línea base las nueve aspiraciones que en este ámbito orientan el Informe Estado de la Nación y evalúa las principales tendencias en el uso y la conservación de los recursos naturales y el territorio, las capacidades institucionales para avanzar hacia la sostenibilidad y el papel de los actores sociales e institucionales relacionados con su gestión. El análisis de 2022 e inicios de 2023 se enmarca en un contexto global complejo y crecientemente riesgoso. Tras advertencias reiteradas sobre los potenciales impactos de la variabilidad y el cambio climáticos sobre la población, las actividades económicas y los territorios a nivel mundial, en este período sus manifestaciones fueron evidentes. Modificaciones bruscas en las precipitaciones y las temperaturas desencadenaron inundaciones, olas de calor e incendios forestales en países como Estados Unidos, Canadá, Grecia y España. A su vez, estos y otros eventos afectaron la agricultura (por ejemplo, en Argentina la sequía generó altas pérdidas económicas) y los flujos de comercio internacional por bajos niveles de agua en el Canal de Panamá. También se registraron transformaciones de los ecosistemas marinos, terrestres y de agua dulce, así como pérdida de especies locales, aumento de enfermedades y mortalidad masiva de plantas y animales, esenciales para contener el cambio climático (ONU, 2023)...
This chapter analyzes the direction in which Costa Rica is moving in environmental matters, national performance in this area, and the responses of public institutions to the challenges facing the country in this field. To this end, it takes as a baseline the nine aspirations that guide the State of the Nation Report in this area and evaluates the main trends in the use and conservation of natural resources and the territory, the institutional capacities to move towards sustainability, and the role of social and institutional actors related to their management. The analysis of 2022 and early 2023 is framed within a complex and increasingly risky global context. After repeated warnings about the potential impacts of climate variability and change on the population, economic activities and territories worldwide, its manifestations were evident during this period. Abrupt changes in precipitation and temperatures triggered floods, heat waves and forest fires in countries such as the United States, Canada, Greece and Spain. In turn, these and other events affected agriculture (for example, in Argentina, drought caused high economic losses) and international trade flows due to low water levels in the Panama Canal. There were also transformations of marine, terrestrial and freshwater ecosystems, as well as loss of local species, an increase in diseases and massive mortality of plants and animals, essential to contain climate change (UN, 2023)...
