Resumen
Este trabajo proporciona un análisis situacional actual en el plano informático de los sistemas de pagos (acuerdos de pagos y pagos) de la Dirección General de Informática del Ministerio de Hacienda y de los procesos actuales de pagos de la Tesorería Nacional. Además propone y desarrollar una aplicación intermedia que permite la comunicación entre estos sistemas y el sistema interbancario de Negociación y Pagos Electrónicos (SINPE) del Banco Central de Costa Rica y algunas otras entidades financieras. Mediante el desarrollo del Sistema de Información Integrada de Pagos-Sinpe (SIPS) se automatizan y mejoran los procesos anteriores de emisión de pagos del gobierno, también se agilizan los trámites al aprovechar de mejor forma los recursos informáticos del Ministerio de Hacienda. Además, permite mejorar el servicio de Tesorería Nacional mediante un sistema eficiente y eficaz, así como los tiempos de respuesta. Los conocimientos adquiridos en toda la carrera de informática (diplomado, bachillerato y licenciatura) son fundamentales y determinantes en el resultado final de este proyecto.
This work provides a current situational analysis at the computer level of the payment systems (payment and payment agreements) of the General Directorate of Information Technology of the Ministry of Finance and of the current payment processes of the National Treasury. It also proposes and develops an intermediate application that allows communication between these systems and the Interbank Electronic Trading and Payment System (SINPE) of the Central Bank of Costa Rica and some other financial entities. Through the development of the Integrated Payment Information System-Sinpe (SIPS), the previous processes for issuing government payments are automated and improved, procedures are also streamlined by making better use of the IT resources of the Ministry of Finance. In addition, it allows improving the National Treasury service through an efficient and effective system, as well as response times. The knowledge acquired throughout the computer science career (diploma, baccalaureate and undergraduate) are fundamental and decisive in the final result of this project.
