Encadenamientos productivos con enfoque de responsabilidad social. Estudio de caso: proyecto Promes (Promoviendo Mercados Sostenibles Para Mipymes y Productores Rurales en Costa Rica)

Resumen
La Agencia Española de Cooperación Internacional para el Desarrollo, a través de su Oficina Técnica de Cooperación (OTC) en Costa Rica, inició desde el 2006 la elaboración de la "Estrategia de Desarrollo Sostenible" (EDS) como uno de los tres ejes principales de la Cooperación Española en Costa Rica. De acuerdo con la IX Comisión Mixta de Cooperación España – Costa Rica firmada en enero de 2007, dicha estrategia tiene como objetivo “contribuir al desarrollo sostenible de la zona fronteriza entre Costa Rica y Nicaragua a través de la promoción del tejido económico-empresarial y la conservación y uso sostenible de sus bienes y servicios ambientales” (http://www.aecid.cr).
La elaboración de la EDS puso de manifiesto la necesidad de ampliar el marco de acción. Por lo tanto, como resultado de un proceso altamente participativo que contó con el aporte y el aval técnico de un grupo de expertos de diferentes instituciones se decidió apoyar una iniciativa para dar mayor protagonismo a los aspectos productivos, lo que llevó a crear el proyecto: Promoviendo mercados sostenibles para MiPyMES y productores rurales en Costa Rica (PROMES).
El proyecto PROMES pretende la creación de mercados sostenibles y de valor agregado de productos agrícolas y de turismo rural mediante mejoras al tejido económico-empresarial de micro, pequeños y medianos empresarios rurales (MiPyMES), a través del apoyo a comunidades e instituciones locales comprometidas con el desarrollo sostenible y la responsabilidad social.
Conforme los especifica el documento de formulación del proyecto, el sector de desarrollo socioeconómico y empresarial, en el que se enmarca PROMES, tiene como objetivo específico “contribuir a la promoción del tejido económico-empresarial mediante estrategias que incluyan a las comunidades locales, sean compatibles con la conservación del capital natural, y respeten los derechos de los pueblos indígenas” (AECID. 2008).
En la siguiente memoria se realiza un análisis de experiencias del Proyecto PROMES y se identifican las posibilidades de viabilidad para replicar esta iniciativa en otras zonas del país, con el fin de promover mecanismos de desarrollo económico ambientalmente sostenible que atiendan las necesidades técnicas y financieras entre poblaciones vulnerables y que permitan impulsar encadenamientos productivos con un enfoque de responsabilidad social.
Since 2006, the Spanish Agency for International Development Cooperation, through its Technical Cooperation Office (OTC) in Costa Rica, initiated the preparation of the "Sustainable Development Strategy" (SDS) as one of the three main axes of Spanish Cooperation in Costa Rica. According to the IX Spain-Costa Rica Joint Cooperation Commission signed in January 2007, this strategy aims to "contribute to the sustainable development of the border area between Costa Rica and Nicaragua through the promotion of the economic-business fabric and the conservation and sustainable use of its environmental goods and services" (http://www.aecid.cr). The development of the SDS highlighted the need to broaden the framework for action. Therefore, as a result of a highly participatory process that had the input and technical endorsement of a group of experts from different institutions, it was decided to support an initiative to give greater prominence to productive aspects, which led to the creation of the project: Promoting Sustainable Markets for MSMEs and Rural Producers in Costa Rica (PROMES). The PROMES project seeks to create sustainable, value-added markets for agricultural products and rural tourism by improving the economic-entrepreneurial fabric of micro, small and medium-size rural entrepreneurs (MSMEs) through support to local communities and institutions committed to sustainable development and social responsibility. As specified in the project formulation document, the specific objective of the socioeconomic and business development sector, which includes PROMES, is to "contribute to the promotion of the economic-entrepreneurial fabric through strategies that include local communities, are compatible with the conservation of natural capital, and respect the rights of indigenous peoples" (AECID. 2008). The following report analyzes the experiences of the PROMES Project and identifies the feasibility of replicating this initiative in other areas of the country, in order to promote environmentally sustainable economic development mechanisms that meet the technical and financial needs of vulnerable populations and promote productive chains with a focus on social responsibility.
