Cooperación transfronteriza Costa Rica-Panamá: gobernanza ambiental

Abstract

Los crecientes problemas ambientales, sus consecuencias y las potencialidades de la interdependencia ambiental demandan el estudio de la gobernanza de los recursos naturales transfronterizos con la participación no sólo de los Estados, sino que deben incluir la participación de actores de todos los niveles. Por esta razón existe una creciente necesidad de generar y mejorar los esquemas de gobernanza conjunta, a través de las diferentes formas de la cooperación internacional. De ahí surge la investigación Cooperación Transfronteriza Costa Rica – Panamá: Gobernanza Ambiental, la cual analiza cómo ha incidido la cooperación internacional entre ambos Estados en la gobernanza de dos ecosistemas compartidos: la Cuenca Binacional del Río Sixaola y el Parque Internacional La Amistad. El documento se compone de cinco capítulos: I. Perspectiva Teórica, II. Marco Metodológico, III. Evolución de la gestión binacional en los recursos naturales transfronterizos entre Costa Rica y Panamá, IV. Gestión conjunta de la Cuenca Binacional del Río Sixaola, y V. Gestión conjunta del Parque Internacional La Amistad. Finaliza con una sección de conclusiones y recomendaciones para la formulación de lineamientos de política pública en el tema de gobernanza transfronteriza de los recursos naturales entre Costa Rica y Panamá.

The growing environmental problems, their consequences and the potentialities of environmental interdependence demand the study of the governance of transboundary natural resources with the participation not only of the States, but must include the participation of actors at all levels. For this reason, there is a growing need to generate and improve joint governance schemes, through the different forms of international cooperation. This is the origin of the research on Transboundary Cooperation Costa Rica - Panama: Environmental Governance, which analyzes how international cooperation between the two states has influenced the governance of two shared ecosystems: the Binational Basin of the Sixaola River and the La Amistad International Park. The document consists of five chapters: I. Theoretical Perspective, II. Methodological Framework, III. Evolution of binational management of transboundary natural resources between Costa Rica and Panama, IV. Joint management of the Binational River Sixaola Basin, and V. Joint management of the La Amistad International Park. It ends with a section of conclusions and recommendations for the formulation of public policy guidelines on the issue of cross-border governance of natural resources between Costa Rica and Panama.
