Análisis de la implementación y desarrollo de la Ventanilla Única del Comercio Exterior (VUCE) como herramienta de facilitación de comercio internacional en la Aduana Dominicana

Resumen
En febrero 2012, la Dirección General de Aduanas (DGA) lanzó
oficialmente el Proyecto Ventanilla Única de Comercio Exterior (Proyecto
VUCE) como parte de los programas prioritarios identificados en el plan
estratégico de la institución para el periodo (2010-2012), alineado al primer
eje del plan que aborda la facilitación del comercio internacional de
mercancías.
Mediante el decreto 470-14 se crea la ventanilla única de comercio exterior
(VUCE) y se firma un memorando de entendimiento de cooperación
interinstitucional, con el propósito de apoyar el desarrollo y la
implementación del Proyecto VUCE, comprometiéndose a facilitar la
información necesaria, de forma íntegra y oportuna para el diseño del
Sistema de Ventanilla Única.
En ese sentido, el propósito de esta investigación fue hacer un análisis de la
implementación y desarrollo de la ventanilla única de comercio exterior en
la Aduana Dominicana, las operaciones de importación, exportación y
tránsito internacional de mercancías, Así como también, identificar las
probables causas de no aplicación en su totalidad en algunas instituciones.
La metodología utilizada en la investigación fue de naturaleza descriptiva y
se utilizó el método cualitativo, Los resultados que se obtienen con este
método son muy representativos, usa entrevistas y la observación localizada
como método de recolección de los datos, también se usaron técnicas de
investigación como la documental, basada en datos bibliográfico y consultas
virtuales a través del internet.
Como resultados de la investigación, se describe claramente la situación
actual del proyecto VUCE, en la Dirección General de Aduanas y se
describen las debilidades de este.

In this sense, the purpose of this investigation was to make an analysis of the implementation and development of the foreign trade single window in the Dominican Customs, the import, export and international merchandise transit operations, as well as to identify the probable causes of non-application in its entirety in some institutions. The methodology used in the research was descriptive in nature and the qualitative method was used. The results obtained with this method are very representative, it uses interviews and localized observation as a data collection method, research techniques such as the documentary, based on bibliographic data and virtual consultations through the internet. As results of the investigation, the current situation of the VUCE project is clearly described, in the General Directorate of Customs and its weaknesses are described.
