Evaluación de herramientas de gestión integral de riesgo y de Planes de mejora y eficiencia de acueductos, desarrolladas por El AYA-PNUD, en tres asadas del pacífico norte de costa rica, durante el 2019

Resumen
Ante las condiciones de estrés hídrico que sufren los acueductos comunales del norte de
Costa Rica debido a los efectos del cambio climático, el PNUD y el AyA por medio de su
proyecto Fortalecimiento de ASADAS crearon una serie de herramientas que permiten
fortalecer las capacidades de las ASADAS. En este proyecto de graduación se pilotearon las
3 herramientas en los acueductos: Artola de Sardinal, Corralillo de Nicoya y Pilangosta de
Hojancha, mediante sesiones de trabajo con el equipo de cada ASADA, con el fin de
determinar posibles oportunidades de mejora en las metodologías, corrigiendo los errores
encontrados. Se identificaron más de 12 oportunidades de mejora en las herramientas en
cuestión, las cuales fueron abordadas; además se generaron 7 propuestas de mejora que
incluyen aspectos para integrar variables relacionadas con la adaptación al cambio climático
en la metodología, una guía de interpretación a las 92 preguntas de los formularios de
evaluación que conforman el análisis de vulnerabilidades y una guía para las sesiones de
trabajo de aplicación de la herramienta, esto para el caso de la herramienta GIRA; en las otras
herramientas las propuestas se enfocan en variables a evaluar en las ASADAS para futuras
versiones de la herramienta PME, así como mejoras en aspectos de la versión utilizada
actualmente. Estos resultados son un insumo valioso para que diferentes actores puedan
replicar la aplicación de estas herramientas de una manera más clara, accesible y acorde a las
diferentes realidades de los acueductos comunales, además de permitir que se les brinde a las
ASADAS una mayor cantidad de insumos valiosos para mejorar su gestión.
