Fortalecimiento de la planificación de mediano plazo de la Dirección Nacional de Notariado: Análisis del cumplimiento de objetivos del Plan Estratégico Institucional 2012-2016 y propuesta de mejora para el Plan Estratégico Institucional 2017-2021.

Resumen
La DNN es una institución que forma parte del Poder Ejecutivo (específicamente
del Ministerio de Justicia y Paz), a partir del año 2010. Sin embargo, es hasta el
año 2012 que se crea el primer Plan Estratégico con el fin de guiar y orientar su
camino institucional durante el periodo 2012-2016.
Es por esta razón, que en la presente investigación se realiza un análisis del
cumplimiento de los objetivos propuestos para el Plan Estratégico Institucional
2012-2016, así como también una propuesta de mejora al Plan Estratégico 2017-
2021.
Para llevar a cabo este análisis se realizan sesiones de grupo para cada unidad de
servicios de la DNN, por medio de conversatorios con los funcionarios de dichas
unidades. Para estos conversatorios, se planifica un cuestionario acorde a las
metas propuestas en el PEI, y en los POI, para que de esta manera se pueda
confirmar las labores realizadas en estos 4 años, así como también conocer cómo
trabajan estas unidades.
De igual manera, se aplica un cuestionario de forma virtual, que se comparte vía
Facebook del perfil de la Dirección Nacional de Notariado, el cual va dirigido a los
notarios habilitados para que puedan dar visibilidad a dicha institución sobre la
perspectiva con la que cuentan los notarios y a la vez conocer qué tanto se
cumplieron los objetivos y líneas de acción de dicho plan.
Ambas respuestas (tanto de los funcionarios, como de los notarios) son
plasmadas dentro de un análisis de resultados para que de esta manera se pueda
realizar un análisis exhaustivo sobre el cumplimiento del PEI 2012-2016 de la
DNN.
Finalmente, se le propone a la Dirección Nacional de Notariado una propuesta de
mejora para su plan estratégico actual, así como también una herramienta de
control y seguimiento los futuros planes estratégicos, tomar acciones cuando sea
necesario y de esta manera se lleve a cumplir los objetivos del plan.
The DNN is an institution that is part of the Executive Branch (specifically of the Ministry of Justice and Peace), as of 2010. However, it is until the year 2012 that the first Strategic Plan is created in order to guide and orient its institutional path during the period 2012-2016.
