La extensión universitaria en época de pandemia: virtualidad y trabajo comunitario con el Comité Comunal de Emergencias Valle la Estrella, Limón Costa Rica (abril- noviembre, 2020)

Resumen
El Instituto de Estudios Sociales en Población (IDESPO) y la Escuela de Historia, de la Universidad Nacional de Costa Rica, desarrollaron a partir del año 2020 al 2022 la iniciativa “Aportes para la gestión ciudadana ante el riesgo de inundaciones en la comunidad de Pandora oeste en el Valle La Estrella Limón”, en respuesta ante una solicitud comunitaria para gestionar, de mejor forma, el impacto de las inundaciones en su localidad. El proyecto se propuso como objetivo general “fortalecer las competencias ciudadanas para la gestión comunitaria ante el riesgo de inundaciones en la comunidad de Pandora oeste en el Valle La Estrella Limón”, para ello se planteó una serie de actividades de extensión, en conjunto con el Comité Comunal de Emergencias del Valle La Estrella (CCEVA), las cuales se vieron interrumpidas como consecuencia de las medidas sanitarias emitidas por el Gobierno de Costa Rica, con el fin de disminuir el contagio del COVID-19. Esta situación, provocó que el equipo de trabajo replanteara el accionar de la extensión universitaria por medio de herramientas virtuales, acortando distancias, permitiendo la generación de nuevas metodologías y experiencias a desarrollar en un aprendizaje continuo. Por esto motivo se plantea esta sistematización, la cual tiene como objetivo “Rescatar la experiencia metodológica en procesos de extensión universitaria, implementada con el Comité Comunal de Emergencias del Valle La Estrella Limón en el contexto de emergencia sanitaria nacional COVID-19, por medio de herramientas de Tecnologías de Información y Comunicación con el fin de implementar nuevas estrategias en la extensión universitaria”; la cual puede ser implementada en aquellas localidades que cuenten con acceso a conectividad y herramientas tecnológicas.
The Institute of Social Studies in Population (IDESPO) and the School of History, both academic units of the National University of Costa Rica, developed since 2020 the project “Contributions for citizen management in the face of flood risk in the community of Pandora Oeste in the Valle La Estrella Limón”, in response to community request to better manage the impact of flooding in their locality. In this way, the project proposes as a general goal “to strengthen citizen competences for community management in the face of flood risk in the community of Pandora Oeste in the Valle La Estrella Limón”, for this purpose a series of outreach activities were proposed in collaboration with the Valle La Estrella Communal Emergency Committee (CCEVA), which were interrupted as a result of the sanitary measures issued by the Government of Costa Rica, in order to reduce the spread of COVID-19. This situation caused the work team to reconsider the actions of university extensión through the use of virtual tools that shorten distances, allowing the generation of new methodologies and experiences to be developed in continuous learning, thus this systematization reflects the methodological experience lived, which can be implemented in university extension processes in those localities with access to connectivity and technological tools. For this reason, this systematization is proposed, which has the objective of “Rescuing the methodological experience in university extension processes, implemented with the Communal Emergency Committee of Valle la Estrella Limón in the context of the national health emergency COVID-19, through tools of Information and Communication Technologies in order to implement new strategies in university extension”; which can be implemented in those locations that have access to connectivity and technological tools.
