El despertar de los cooperantes técnicos en el mundo Árabe y su relación con Costa Rica en los últimos diez años: Catar y Emiratos Árabes Unidos

Resumen
El Mundo Árabe ha estado en un cambio constante desde las revueltas populares de 2011, denominadas la Primavera Árabe. Como es bien conocido, los países árabes forman parte de una región altamente convulsa, lo cual ha llamado la atención del mundo entero. Esto ha generado, a su vez, la búsqueda de alianzas con actores tradicionales y no tradicionales para poder alcanzar la estabilización de la zona. Por otra parte, la reciente pandemia de la Covid-19 que afecta al orbe ha hecho que los esquemas de cooperación internacional se vean forzados a ser modificados para ajustarse a la realidad actual y esto potencializa la cooperación entre Centroamérica y el Mundo Árabe.
La presente tesis de grado analiza las relaciones entre el Mundo Árabe y Costa Rica, Catar y los Emiratos Árabes Unidos, específicamente desde la dimensión de la cooperación internacional bajo la modalidad técnica. Contrario a lo que comúnmente se cree, los vínculos entre ambas regiones han venido en aumento, razón por la cual en esta investigación se han recogido algunos datos relevantes con respecto a la economía, política, diplomacia y cooperación internacional de los países en estudio. Dados los inéditos acontecimientos, se planteó como interrogante científica: ¿Cuál es el rol de los cooperantes técnicos de Catar y Emiratos Árabes Unidos, en el marco de la geopolítica mundial del mundo árabe, durante los últimos diez años y cuál fue la posición adoptada por Costa Rica en este contexto, con respecto a ellos?
Se logró comprobar que Costa Rica ha optado por la búsqueda de nuevas fuentes de cooperación internacional, específicamente dentro del Mundo Árabe, como reemplazo de los socios tradicionales. A pesar de la pandemia que afecta al planeta, dichos lazos se han fortalecido y bajo una visión estratégica pueden seguir en aumento. Sin embargo, se hace necesario cambiar el esquema institucional tradicional, para potencializar la cooperación internacional con socios no comunes y poder ampliar el espectro de los lazos de cooperación con otras

latitudes, y así diversificar nuestra política exterior, dinamizarla y adaptarla al nuevo contexto mundial.
The Arab World has been in constant change since the popular uprisings of 2011, called the Arab Spring. As is well known, the Arab countries are part of a highly troubled region, which has drawn the attention of the entire world. This has generated, in turn, the search for alliances with traditional and non-traditional actors in order to achieve stabilization in the area. On the other hand, the recent Covid-19 pandemic that affects the world has forced international cooperation schemes to be modified to adjust to the current reality and this enhances cooperation between Central America and the Arab World. This degree thesis analyzes the relations between the Arab World and Costa Rica, Qatar and the United Arab Emirates, specifically from the dimension of international cooperation under the technical modality. Contrary to what is commonly believed, the links between the two regions have been increasing, which is why this research has collected some relevant data regarding the economy, politics, diplomacy and international cooperation of the countries under study. Given the unprecedented events, a scientific question was raised: What is the role of the technical cooperators of Qatar and the United Arab Emirates, within the framework of the global geopolitics of the Arab world, during the last ten years and what was the position adopted by Costa Rica in this context, with respect to them? It was found that Costa Rica has opted for the search for new sources of international cooperation, specifically within the Arab World, as a replacement for traditional partners. Despite the pandemic that is affecting the planet, these ties have been strengthened and under a strategic vision they can continue to grow. However, it is necessary to change the traditional institutional scheme, to enhance international cooperation with uncommon partners and to be able to broaden the spectrum of cooperation ties with other latitudes, and thus diversify our foreign policy, make it more dynamic and adapt it to the new world context.
