Propuesta de estrategia de prevención de la trata de personas para la organización internacional para la migración desde el análisis de las características en las personas víctimas en Costa Rica

Resumen
La trata de personas como parte del crimen organizado, es un delito transnacional que violenta los derechos humanos, afectando la dignidad, la libertad y la vida de los/las individuos, además de atentar contra la seguridad social y nacional de los Estados. Este delito, se adecúa a las debilidades estructurales, sociales, culturales, económicas, políticas del Sistema Internacional, y por tanto las vulnerabilidades de ciertos grupos sociales, para captarlos y explotarlos bajo diversos fines Es decir, la trata de personas no aumenta las vulnerabilidades de la sociedad, sino que los diversos problemas sociales como la pobreza, o vivencias, son aprovechadas por estas redes criminales para engañar a las personas, en muchos de esos casos personas migrantes, y explotarlas. Es por este motivo, que la presente estrategia de prevención contra el delito de la trata de personas propone a través de la Organización Internacional para las Migraciones (OIM) en Costa Rica, mejorar las capacidades de articulación mediante la cooperación internacional para prevenir este delito, según algunas de las causas fundamentales identificadas en el análisis de información provista por la Gestión de Trata de Personas y Tráfico Ilícito de Migrantes de la Dirección General de Migración y Extranjería, referente a datos estadísticos de casos de víctimas de trata de personas en Costa Rica y las dinámicas en que se moviliza este delito en el país, análisis realizado en la Práctica Dirigida a la cual responde el presente informe.
Trafficking in persons as part of organized crime is a transnational crime that violates human rights, affecting the dignity, freedom and life of individuals, in addition to threatening the social and national security of States. This crime is adapted to the structural, social, cultural, economic, political weaknesses of the International System, and therefore the vulnerabilities of certain social groups, to capture and exploit them for various purposes. That is, human trafficking does not increase the vulnerabilities of society, but rather that the various social problems such as poverty, or experiences, are taken advantage of by these criminal networks to deceive people, in many of these cases migrants, and exploit them. It is for this reason that this prevention strategy against the crime of human trafficking proposes, through the International Organization for Migration (IOM) in Costa Rica, to improve coordination capacities through international cooperation to prevent this crime, according to some of the fundamental causes identified in the analysis of information provided by the Trafficking in Persons and Illicit Smuggling of Migrants Management of the General Directorate of Migration and Immigration, referring to statistical data of cases of victims of trafficking in persons in Costa Rica and the dynamics in which this crime is mobilized in the country, analysis carried out in the Directed Practice to which this report responds.
