Políticas de reforma agraria

Abstract

El propósito nuestro es hacer un pequeño análisis de la política que sigue en nuestro país en lo referente a la tenencia de la tierra mediante la institución creada para tal efecto sea el Instituto de Tierras y Colonización (ITCO) hoy IDA. En lo referente a la reforma agraria, la veremos como producto no de un sector determinado o de un estado sino más bien de todo el conjunto, es decir de la sociedad global, tomando como base a Gutelman quien la define de la siguiente manera “Una reforma agraria es el producto de un sistema de relaciones de fuerza complejas, estando, cada uno de los elementos de la relación de fuerza, al mismo tiempo determinado por el sistema global y transformando a su vez el sistema global. Su desencadenamiento es el resultado, ante todo de una correlación de fuerzas. Su naturaleza, su amplitud y su evolución histórica constituyen la resultante de esta relación de fuerzas en constante movimiento”. Como toda definición la anterior tiene sus limitaciones, sin embargo, la asumimos como punto de referencia e inclusive como partida para una reflexión y discusión de puntos tales como: ¿Las características de nuestro país permiten una verdadera reforma agraria? ¿Tiene el estado costarricense interés en llevarla adelante?

Our purpose is to make a small analysis of the policy followed in our country regarding land tenure through the institution created for this purpose, the Institute of Land and Colonization (ITCO), today IDA. Regarding agrarian reform, we will see it as a product not of a determined sector or of a state but rather of the whole, that is to say, of the global society, taking as a basis Gutelman who defines it as follows: "An agrarian reform is the product of a system of complex force relations, each of the elements of the force relation being at the same time determined by the global system and transforming the global system at the same time. Its unleashing is the result, first and foremost, of a correlation of forces. Its nature, its amplitude and its historical evolution constitute the resultant of this relation of forces in constant movement". As any definition, the previous one has its limitations, however, we assume it as a point of reference and even as a starting point for a reflection and discussion of points such as: Do the characteristics of our country allow for a true agrarian reform? Is the Costa Rican state interested in carrying it out?
