Propuesta para el fortalecimiento de las capacidades institucionales de la Asamblea Legislativa de Costa Rica en materia de política exterior

Resumen
Asamblea Legislativa tiene varias delegaciones tanto de orden
constitucional como reglamentarias, orientadas en participar activamente
en el control de las políticas exteriores elaboradas por el Poder Ejecutivo.
En la actualidad, la Asamblea Legislativa se ha abocado a la aprobación o
no de los convenios y tratados internacionales, dejando de lado las
potencialidades que tienen los legisladores en su carácter individual y a
través de la Comisión Permanente Especial de Relaciones Internacionales y
Comercio Exterior, para determinar la clase de compromisos a nivel global
que compromete el Gobierno de turno.
En este contexto, el proyecto procuró determinar ¿Cómo podría la Asamblea
Legislativa de la República de Costa Rica fortalecer sus competencias
constitucionales y reglamentarias en materia de política exterior y asuntos
internacionales?
Para ello, el trabajo analiza el marco institucional costarricense, las
competencias constitucionales de política exterior, la función de las
delegaciones que se le realizan a la Asamblea Legislativa en este tema, las
fortalezas y limitaciones para desarrollar lo que le corresponde.
Producto de este análisis, se presenta una propuesta que pretende mejorar
el desarrollo lo dispuesto tanto en la Constitución como en el Reglamento
Interno, y se renueva la orientación en materia internacional del Parlamento
mediante la incorporación del concepto de diplomacia parlamentaria. Esto
no solo aclara el rol de los diputados y las diputadas, sino que acerca el
control parlamentario con la demanda ciudadana, les permite apropiarse de
la labor de ejercer un control político más detallado y de participar activamente en la modernización del Estado, como actor primario, de
manera que se asegure que el Poder Ejecutivo desarrolle políticas asertivas
que incidan en el bienestar de los costarricenses...
