Resumen
Durante mucho tiempo en la Caja de Ahorro y Préstamos de la ANDE existió una 'Oficina de Planillas' conformada por tres personas que llevaban a cabo las funciones necesarias para calcular e imprimir la planilla del personal de la Institución. Las actividades relacionadas con la emisión de las planillas se efectuaban con el apoyo de algunos productos de software como el MS-Excel, MS-Word y MS-Works. Cada funcionario de la Oficina de Planillas realizaba en forma independiente sus labores y al final del día unificaban sus esfuerzos para cumplir con los objetivos propuestos. Eran varios los inconvenientes que se tenían con esa forma de trabajar, por ejemplo, el tiempo era uno de los factores que los usuarios siempre tuvieron en contra para el cálculo de la planilla. Cuando la Gerencia autorizaba incrementos salariales se generaban una serie de dificultades cuya solución era lenta y muy tediosa. En muchas ocasiones era necesario realizar ajustes a los salarios de los empleados por errores en los cálculos correspondientes. En el año 1995 un grupo de analistas del Departamento de Informática realizan una propuesta a la Gerencia de la Caja de ANDE, donde se recomienda desarrollar e implementar un sistema de información automatizado para mejorar y agilizar los procesos que se llevaban a cabo en la Oficina de Planillas. La propuesta fue aceptada por la Gerencia y elevada a la Junta Directiva de la Institución, cuyos miembros ese mismo año aprobaron la implementación del “Sistema de Información de Planillas de la Caja de ANDE
For a long time at ANDE's Savings and Loan Bank there was a 'Payroll Office' made up of three people who carried out the necessary functions to calculate and print the payroll for the Institution's personnel. The activities related to the issuance of the spreadsheets were carried out with the support of some software products such as MS-Excel, MS-Word and MS-Works. Each employee of the Payroll Office carried out their tasks independently and at the end of the day they unified their efforts to meet the proposed objectives. There were several drawbacks with this way of working, for example, time was one of the factors that users always had against when calculating the spreadsheet. When Management authorized salary increases, a series of difficulties were generated whose solution was slow and very tedious. On many occasions it was necessary to make adjustments to the salaries of the employees due to errors in the corresponding calculations. In 1995, a group of analysts from the Information Technology Department made a proposal to the Management of the ANDE Fund, where it is recommended to develop and implement an automated information system to improve and streamline the processes that were carried out in the Office of Sheets. The proposal was accepted by the Management and submitted to the Institution's Board of Directors, whose members that same year approved the implementation of the "ANDE Cash Payroll Information System".
