“Análisis institucional para la ejecución de las acciones contra el Trabajo Infantil y propuesta estratégica de mejoramiento caso Heredia”

Resumen
La presente investigación se basa en el análisis sobre la coordinación entre
instituciones para prevenir y mitigar el trabajo infantil en Costa Rica, en la provincia de
Heredia, cantón central.
Es importante analizar esta investigación desde una óptica mixta, es decir, tanto del
enfoque cualitativo como del cuantitativo, ya que la investigación hace énfasis no sólo en la
cantidad de estrategias planteadas, sino en la efectividad e impacto que dichas estrategias
y actividades tienen en el ámbito social.
De acuerdo a la investigación, se logra abstraer que, en Costa Rica, se han realizado
distintos esfuerzos en torno al trabajo infantil, como la política nacional de la “Hoja de Ruta”
que va de la mano con los Objetivos de Desarrollo Sostenible, la cual ha tenido un impacto
positivo en métricas, pues se han logrado reducir los indicadores del trabajo infantil, no
obstante, es un tema de interés nacional por lo que se requiere buscar su erradicación.
Por tanto, en una primera parte se abordó el contexto nacional y cantonal de acuerdo
con datos relacionados con el trabajo infantil, por lo que se pudo observar que en Heredia
no se ha abordado este fenómeno, es decir, en el ámbito local no se encontraron datos
referentes solamente se hace énfasis a una investigación efectuada en el 2012 por parte del
INEINA (Instituto de Estudios Interdisciplinarios de la Niñez y la Adolescencia) y la
Municipalidad de Heredia.
Posterior a esto se aplicaron entrevistas a las instituciones en estudio, para conocer
su vinculación con la temática y analizar si existía o no una coordinación entre ellas, por lo
que se evidencia que no existe dicha coordinación.
Cabe señalar que en el transcurso de la investigación se encontró con la necesidad
de involucrar a tres instituciones más, las cuales logran comprender mejor el fenómeno del
trabajo infantil en Heredia.
Por último, se diseñó una propuesta estratégica que engloba los principales aspectos
por tomar en cuenta para generar una coordinación interinstitucional, en donde se requiere
adquirir un compromiso con la problemática y, por ende, cumplir con las tareas.
This research is based on the analysis of the coordination between institutions to prevent and mitigate child labor in Costa Rica, in the province of Heredia, central canton. Therefore, in the first part, the national and cantonal context was addressed in accordance with with data related to child labor, so it could be observed that in Heredia This phenomenon has not been addressed, that is, at the local level, no data was found referring only to an investigation carried out in 2012 by the INEINA (Institute for Interdisciplinary Studies of Childhood and Adolescence) and the Municipality of Heredia. After this, interviews were applied to the institutions under study, to know their link with the subject and analyze whether or not there was coordination between them, therefore that it is evident that such coordination does not exist. It should be noted that in the course of the investigation he found the need to involve three more institutions, which are able to better understand the phenomenon of child labor in Heredia. Finally, a strategic proposal was designed that encompasses the main aspects to be taken into account to generate inter-institutional coordination, where it is required acquire a commitment to the problem and, therefore, fulfill the tasks.
