Resumen
A raíz de los conflictos sobre todo de tipo político, ocurridos en Latinoamérica y especialmente
en los últimos 10 años, Costa Rica ha constituido en un punto convergente a donde vienen a buscar refugio muchas personas que huyen de situaciones problemáticas de diversa índole en sus países de origen. Nuestras leyes en el aspecto de inmigración son muy amplias, y quizás por haber sido emitidas en épocas de paz al menos en nuestro continente, contemplan un sentido más de bondad que restrictivo, razón por la cual no guardan una correspondencia real con la situación actual.
Esta circunstancia aunada al agravamiento de la crisis política en el área, ha contribuido a que la situación con los inmigrantes, sobre todo los procedentes de Nicaragua, se convierta en un problema de carácter nacional que el país debe abocarse a resolver. Al emplear el término problema, deseo que se interprete en términos humanitarios, Y únicamente como calificativo de una situación que el Gobierno de nuestro país debe afrontar con la seriedad que el caso amerita, realizando un estudio de las leyes que existen al respecto, para emitir nuevas disposiciones que permitan transformar la inmigración de personas en algo positivo para el país.
Se debe destacar que en este sentido la experiencia arroja saldos positivos, cuando en el pasado nos hemos visto beneficiados con el aporte de hombres y mujeres, que habiendo tenido que dejar sus países, han llegado a Costa Rica a traernos sus conocimientos, fortaleciendo con ello nuestro acervo cultural y contribuyendo al desarrollo económico de la nación. El inmigrante no es ni debe convertirse en una carga social, en muchos casos es portador de una formación profesional que al país no le ha costado nada, y en otros es potencialmente una fuente de producción muy importante para nuestro desarrollo económico si se ubica correctamente en el sistema productivo costarricense.
As a result of the conflicts, especially of a political nature, that have occurred in Latin America, and especially in the last 10 years, Costa Rica has become a converging point where many people seeking refuge in the last 10 years, Costa Rica has become a converging point where many people come to seek refuge, fleeing from problematic situations of various kinds in their countries of origin. Our immigration laws are very broad, and perhaps because they were issued in times of peace at least in our continent, they contemplate a sense of kindness rather than restrictive, which is why they do not keep a real correspondence with the current situation. This circumstance, together with the worsening of the political crisis in the area, has contributed to the fact that the situation with immigrants, especially those coming from Nicaragua, has become a national problem that the country must address. When I use the term problem, I wish it to be interpreted in humanitarian terms, and only as a qualifier of a situation that the Government of our country must face with the seriousness that the case deserves, carrying out a study of the laws that exist in this regard, in order to issue new provisions that allow transforming the immigration of people into something positive for the country.It should be noted that in this sense, experience has shown positive results, when in the past we have benefited from the contribution of men and women who, having had to leave their countries, have come to Costa Rica to bring us their knowledge, thus strengthening our cultural heritage and contributing to the economic development of the nation. The immigrant is not and should not become a social burden, in many cases he/she is the bearer of a professional formation that has not cost the country anything, and in others he/she is potentially a very important source of production for our economic development if he/she is correctly placed in the Costa Rican productive system.
