Resumen
Desde la disciplina de las Relaciones Internacionales ha imperado un enfoque en el que dominan las alianzas conformadas a partir de asuntos militares. Sin embargo, el auge de nuevos paradigmas, como el constructivismo, impulsan la concepción de nuevas ideas que abogan por los intereses o las identidades. Es precisamente bajo esta teoría que se analiza la Alianza para el Desarrollo en Democracia constituida por Costa Rica, Panamá, República Dominicana y Ecuador y que genera una nueva discusión en torno a su origen o alcances para la región latinoamericana.
La presente investigación analiza el origen, causas y consecuencias de la Alianza para el Desarrollo en Democracia, en el período 2014-2023. Asimismo, se desprende de dicho estudio que, pese a los esfuerzos realizados por los Estados miembros, la Alianza se encuentra en un punto muerto, caracterizado por la falta de acuerdo sobre los temas de interés.
Por su parte, los objetivos personales de quienes impulsaron la creación de la Alianza han sido reemplazados por nuevos líderes con nuevas perspectivas en torno a la política exterior. La adhesión de Ecuador persiste como un elemento sensible a la conversación y, que se encuentra auspiciada por elementos particulares. Así, de no tener una nueva dirección e institucionalidad sólida, no se vislumbra un panorama alentador para la Alianza.
Within the discipline of International Relations, an approach centered on military-based alliances has long prevailed. However, the rise of new paradigms such as constructivism is fostering new ideas that emphasize interests or identities. It is precisely through this theoretical lens that the Alliance for Development in Democracy comprising Costa Rica, Panama, the Dominican Republic, and Ecuador is analyzed, sparking a new discussion regarding its origins and its implications for the Latin American region. This research analyzes the origins, causes, and consequences of the Alliance for Development in Democracy during the 2014–2023 period. Furthermore, the study reveals that, despite the efforts made by member states, the Alliance is at an impasse characterized by a lack of agreement on matters of mutual interest. Meanwhile, the personal objectives of those who spearheaded the Alliance's creation have been superseded by new leaders holding fresh perspectives on foreign policy. Ecuador’s accession remains a sensitive topic, driven by specific interests. Consequently, without new leadership and a solid institutional framework, the outlook for the Alliance is not promising.
