Las regulaciones del Pacto Verde Europeo: Un estudio de los cambios a implementar por el sector exportador de envases y etiquetas en Costa Rica para el 2030

Resumen
El estudio aborda los desafíos que enfrentarán los productores y exportadores costarricenses debido a los nuevos requerimientos en envases y etiquetado establecidos por el Pacto Verde de la Unión Europea a partir del año 2030. Estos cambios regulatorios impactarán directamente en las prácticas de envasado y etiquetado de productos alimentarios destinados al mercado europeo, lo que plantea la necesidad urgente de comprender y adaptarse a las nuevas regulaciones ambientales para mantener la competitividad y el acceso a este mercado estratégico.
El estudio se fundamenta en definir el alcance del Pacto Verde en materia de envasado y etiquetado, considerando los objetivos de descarbonización propuestos por la Unión Europea. Además, se identifican y analizan la legislación ambiental relacionada con envases y empaques sostenibles en Costa Rica. La metodología incluye revisión de literatura y entrevistas a empresas exportadoras costarricenses y entidades gubernamentales para analizar sus percepciones y planes de adaptación frente a los cambios propuestos por el Pacto Verde.
Los principales resultados revelan que las empresas exportadoras costarricenses anticipan importantes desafíos y cambios en sus procesos de envasado y etiquetado para cumplir con las regulaciones del Pacto Verde. Se identifican oportunidades de mejora en términos de innovación y sostenibilidad, así como la necesidad de fortalecer la colaboración y comunicación entre el sector privado y el Gobierno para facilitar la transición hacia prácticas más ambientalmente responsables.
En conclusión, el estudio destaca la importancia de una pronta adaptación por parte de los productores y exportadores costarricenses a las nuevas exigencias ambientales derivadas del Pacto Verde. Las empresas necesitan estar informadas sobre los detalles a desarrollar, así como estrategias claras y eficaces para implementar cambios en sus procesos de envasado y etiquetado, priorizando la sostenibilidad y la innovación. Además, se subraya la necesidad de políticas y programas de apoyo que faciliten esta transición hacia prácticas comerciales más responsables y alineadas con los estándares internacionales de protección ambiental.
The study addresses the challenges that Costa Rican producers and exporters will face due to the new packaging and labeling requirements established by the European Union's Green Deal starting in the year 2030. These regulatory changes will directly impact the packaging and labeling practices of food products destined for the European market, highlighting the urgent need to understand and adapt to the new environmental regulations to maintain competitiveness and access to this strategic market. The study is based on defining the scope of the Green Deal regarding packaging and labeling, considering the decarbonization objectives proposed by the European Union. Additionally, it identifies and analyzes environmental legislation related to sustainable packaging in Costa Rica. The methodology involves literature review and interviews with Costa Rican exporting companies and government entities to analyze their perceptions and adaptation plans regarding the proposed Green Deal changes. The main findings reveal that Costa Rican exporting companies anticipate significant challenges and changes in their packaging and labeling processes to comply with the Green Deal regulations. Opportunities for improvement in terms of innovation and sustainability are identified, as well as the need to strengthen collaboration and communication between the private sector and Government to facilitate the transition towards more environmentally responsible practices. In conclusion, the study emphasizes the importance of prompt adaptation by Costa Rican producers and exporters to the new environmental requirements stemming from the Green Deal. Companies need to be well-informed about the specific details to be developed and require clear and effective strategies to implement changes in their packaging and labeling processes, prioritizing sustainability, and innovation. Additionally, there is a highlighted need for supportive policies and programs to facilitate this transition towards more responsible commercial practices aligned with international environmental protection standards.
