Resumen
Este proyecto es una investigación sobre el personal de la Escuela Científica de la Universidad Nacional para definir, desde la perspectiva de la administración educativa y de personal, cuales factores inciden en su constante rotación. El tipo de estudio que se utilizó fue mixto cuantitativo y cualitativo y constó de tres etapas. En la primera etapa se analizaron las condiciones de calidad de vida laboral del personal de la institución y los factores que intervienen en el fenómeno. Para ello se diseñó una encuesta que se aplicó a trabajadores de la institución y a ex-docentes. En la segunda etapa del proyecto se utilizó la entrevista como instrumento cualitativo para profundizar en los datos obtenidos previamente. La población estuvo conformada por el 62% de los trabajadores de la Escuela a mediados del 2008, cinco ex docentes de la institución, y un informante de la administración. Entre los resultados más relevantes se observó que los factores ligados con la condición salarial del personal están íntimamente ligados a la rotación; que existe una debilidad en las relaciones interpersonales en el personal de la escuela y entre este y la administración, también que hay un bajo grado de satisfacción laboral del personal y poca identificación de los trabajadores con la Escuela Científica. En una última etapa se formuló una propuesta de proyecto para promover la permanencia del personal dentro de la institución.
This project is an investigation on the personnel of the Scientific School of the National University in order to define, from the perspective of educational and personnel administration, which factors influence their constant rotation. The type of study used was mixed quantitative and qualitative and consisted of three stages. In the first stage, the quality of work life conditions of the institution's personnel and the factors involved in this phenomenon were analyzed. For this purpose, a survey was designed and applied to the institution's employees and former teachers. In the second stage of the project, an interview was used as a qualitative instrument to deepen the data previously obtained. The population consisted of 62% of the school's employees in mid-2008, five former teachers of the institution, and one informant from the administration. Among the most relevant results, it was observed that the factors linked to the salary condition of the personnel are closely linked to turnover; that there is a weakness in the interpersonal relations among the school personnel and between them and the administration; also that there is a low degree of job satisfaction among the personnel and little identification of the workers with the Escuela Científica. In a final stage, a project proposal was formulated to promote the permanence of the personnel within the institution.
