Propuesta para la creación de la Red de Cooperación Internacional del Consejo Superior de Universidades Centroamericanas (REDCO-CSUCA)

Resumen
La globalización, y demás dinámicas mundiales que se viven en la actualidad han provocado que las Instituciones de Educación Superior (IES) deban adquirir un papel más protagónico e innovador para poder hacer frente a estas nuevas fuerzas. En América Latina, y en el caso específico de las universidades Centroamericanas, éstas deben adoptar un proceso de internacionalización adecuado y pertinente de manera que logren una inserción exitosa y de lleno en el plano internacional. El proceso de internacionalización de las universidades de la región se ha hecho evidente, principalmente, por el papel que ha tenido el Consejo Superior de Universidades Centroamericanas (CUSCA), sin embargo, este proceso es todavía incipiente. Es por esta razón que la cooperación internacional, y más específicamente, la cooperación interuniversitaria es esencial para generar asociaciones, convenios, y demás acuerdos que puedan fortalecer las relaciones y el trabajo de las IES. Dentro de los mecanismos que existen para el fortalecimiento de estos lazos, se encuentran las redes de cooperación internacional, las cuales facilitan el intercambio de información, la puesta en marcha de proyectos en conjunto, optimizan la investigación, la calidad y la pertinencia de estas instituciones, entre muchos otros aspectos. Es por esto que las oficinas de cooperación internacional de las universidades del CSUCA deben integrarse en una red de cooperación internacional, como lo es la Red de Cooperación Internacional del Consejo Superior de Universidades Centroamericanas (REDCO-CSUCA), esto como tarea importante para el fortalecimiento del proceso de internacionalización de estas universidades. El presente trabajo final de graduación propone la creación de esta Red, para lo cual se investigó sobre la internacionalización de la educación superior en Centroamérica, se exponen casos exitosos de redes de cooperación internacional entre universidades. Asimismo, se envió una encuesta a cada una de las universidades del CUSCA, se analizaron los resultaron y con esto se realizó la propuesta.
Globalization and other current world dynamics have led Higher Education Institutions (HEIs) to take on a more proactive and innovative role in order to face these new forces. In Latin America, and in the specific case of Central American universities, they must adopt an adequate and pertinent internationalization process in order to achieve a successful insertion into the international arena. The process of internationalization of universities in the region has become evident, mainly due to the role played by the Higher Council of Central American Universities (CUSCA), however, this process is still incipient. It is for this reason that international cooperation, and more specifically, inter-university cooperation is essential to generate partnerships, agreements and other agreements that can strengthen the relationships and work of HEIs. Among the mechanisms that exist to strengthen these ties are the international cooperation networks, which facilitate the exchange of information, the implementation of joint projects, optimize research, quality and relevance of these institutions, among many other aspects. This is why the international cooperation offices of CSUCA universities should be integrated into an international cooperation network, such as the International Cooperation Network of the Higher Council of Central American Universities (REDCO-CSUCA), as an important task to strengthen the internationalization process of these universities. This final graduation work proposes the creation of this network, for which research was conducted on the internationalization of higher education in Central America, and successful cases of international cooperation networks between universities are presented. Likewise, a survey was sent to each of the CUSCA universities, the results were analyzed and the proposal was made.
