Desarrollo local e innovación en el sector de manufactura liviana de alimentos: el caso de la municipalidad de Liberia en el período 2020-2024

Resumen
El proyecto de graduación tiene como propósito aportar un plan de atracción de inversión extranjera directa para la Municipalidad de Liberia en pro de generar desarrollo local en la zona, específicamente el plan se enfoca en la atracción de empresas del sector de manufactura liviana de alimentos con posibilidades de operar en el mega parque industrial Solarium. Así mismo, para que el plan tenga viabilidad de acuerdo a la realidad del gobierno local, se indica el funcionamiento de la Municipalidad, es decir sus proyectos, sus labores de acuerdo al Código Municipal, el plan de gobierno actual y el índice de gestión municipal, así como una matriz comparativa sobre los proyectos que ejecutan las municipalidades a nivel nacional y si estos están relacionados al proceso de atracción de inversión. Por otra parte, se describen en primera instancia las condiciones físicas que otorga el mega parque industrial de uso mixto Solarium, las cuales son un factor clave en la toma de decisiones de las empresas, cabe destacar que el lugar brinda la posibilidad de operar bajo el Régimen de Zona de Franca, por lo que es necesario conocer acerca de este y los incentivos tributarios que ofrece con el fin de crear estrategias que se adapten al sector de manufactura liviana de alimentos. Además, para incentivar el trabajo interinstitucional se destacan los vínculos que puede forjar la Municipalidad de Liberia con instituciones tales como, universidades públicas, INA, PROCOMER y CINDE, puesto que resultan ser claves para la ejecución del plan ya que para las propuestas planteadas es necesario el trabajo en conjunto. Cabe mencionar, que la investigación se apoya en un enfoque cualitativo de tipo explicativo, en donde el paradigma de la investigación es el pragmatismo pues se centra en la solución del problema por medio del plan, tomando en cuenta el eclecticismo ya que, se mantiene la apertura a diversas opiniones e ideas.
The purpose of the graduation project is to provide a plan to attract foreign direct investment for the Municipality of Liberia in order to generate local development in the area, specifically the plan focuses on attracting companies in the light food manufacturing sector with the possibility of operating in the Solarium mega industrial park. Likewise, in order for the plan to be viable according to the reality of the local government, the functioning of the municipality is described, i.e. its projects, its work according to the Municipal Code, the current government plan and the municipal management index, as well as a comparative matrix on the projects executed by municipalities at the national level and whether they are related to the process of attracting investment. On the other hand, the physical conditions provided by the Solarium mixed-use industrial park are described in the first instance, which are a key factor in the decision making process of the companies. It should be noted that the place offers the possibility of operating under the Free Trade Zone Regime, so it is necessary to know about this and the tax incentives it offers in order to create strategies that are adapted to the light food manufacturing sector. In addition, to encourage inter-institutional work, the links that the Municipality of Liberia can forge with institutions such as public universities, INA, PROCOMER and CINDE are highlighted, since they are key to the implementation of the plan, as joint work is necessary for the proposals proposed. It is worth mentioning that the research is based on a qualitative approach of an explanatory type, where the research paradigm is pragmatism, since it is focused on the solution of the problem through the plan, taking into account eclecticism, since it is open to diverse opinions and ideas.
